thnmmittut .rpnrt <br /> s <br /> Personnel and Finance Committee <br /> Rio the Olnnnnan Qlonnril of tip Titg of*will Brad: <br /> The July 22, 1991 of the Personnel and Finance Committee was <br /> called together order by its Chairperson, Council Member Ann <br /> Puzzello, at 4:20 p.m. in the Council Informal Meeting Room. <br /> Persons in attendance included Council Members: Puzzello, <br /> Ladewski, Slavinskas, Luecke, Zakrzewski, Coleman, and Duda; <br /> John Oxion, Katie Humphreys, Jim Pastor, Members of the news <br /> media, and Kathleen Cekanski-Farrand. <br /> Council Member Puzzello noted that the first item on the <br /> agenda was to review Bill no. 45-91 which would amend <br /> Ordinance No. 8038-89 entitled an Ordinance Fixing the <br /> Maximum Salaries and Wages of Appointed Officials in Non- <br /> bargaining Employees of the City of South Bend. <br /> Katie Humphreys noted that Ordinance No. 8038-89 provided <br /> that merit bonus checks would be issued on the first Friday <br /> of November to qualified departmental employees of the City. <br /> $50,000. 00 was appropriated for 1990, $100, 000.00 was <br /> appropriated for 1991, and $150, 000. 00 is proposed to be <br /> appropriated for 1992 merit bonuses for non-probationary, <br /> non-bargaining, non-temporary employees occupying positions <br /> normally requiring 600 or more hours of services per year. <br /> Katie Humphreys noted that the proposed bill would change <br /> the date when such bonuses would be paid to December 4, 1991 <br /> and December 6, 1992 . It was brought to her attention that <br /> those dates do not correspond to the first Friday in the <br /> months of December. It was noted that the dates would be <br /> December 6, 1991 and December 4, 1992. The City Controller <br /> stated that she would double check on the dates and have a <br /> revised bill for this evenings meeting. <br /> Council Member Puzzello recommended that the bill be amended <br /> on the floor once the City Controller had the proper <br /> information. Katie Humphreys noted that approximately 60% <br /> of the employees received merit bonuses last year. She <br /> noted that the system was "absolutely confidential" with <br /> only the payroll supervisor, the Mayor, and the manager of <br /> the merit bonuses in each department knew who actually <br /> received them. <br /> Following further discussion Council Member Coleman made a <br /> motion seconded by Council Member Luecke that Bill No. 45-91 <br /> to be amended be recommended favorably to Council. The <br /> motion passed. <br />
