STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br /> <br />Date:May 10, 2022 <br />Application Number: 2022-0428 <br />Property Location: 1069 Riverside Drive <br />Architectural Style/Date/Architect or Builder: American <br />Foursquare/Craftsman/1910/Hughes House <br />Property Owner: Ben Lerman <br />Landmark or District Designation: Riverside Drive Local Historic <br />District, #7469-85 <br />Rating: Contributing <br /> <br /> <br />DESCRIPTION OF STRUCTURE/ SITE: This is a 2 1/2 story American foursquare house with <br />Craftsman features; walls are stucco with wood trim and wide soffits. The roof has a high hip with hip <br />roof dormers covered in asphalt shingles. The front porch is enclosed on the east and open on the west <br />side. The windows are 1/1 double hung with wood surrounds. <br /> <br />ALTERATIONS: Extend driveway 20' to the end of house; concrete to match existing. Move existing wood fence <br />and gate back from end of existing driveway to end of extended driveway. With COA 2017-0626. The attic <br />windows are replacements with COA 2005-0118B. A mudroom was added to the rear of the home with COA 2006- <br />0627. The roof is a replacement. COA 2016-0726 approved removal and replacement of an Ash tree, installation of <br />an inground swimming pool, replacing patio and extending around pool, new siding and roof on garage and <br />extending roof of garage 6' to create a covered patio, installation of retaining wall in front yard, installation of two <br />Craftsman -style porch lights and low-profile motion -detected security lights for driveway, and installation of <br />architectural shingles on house roof. <br /> <br />APPLICATION ITEMS: “Adding roof mounted solar array. See site diagram for panel” <br /> <br />DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to: <br /> <br />Install solar panel array to the Southeast and Southwest roof faces. <br />Install solar panel array to the Southeast face of the garage roof. <br />Install solar inverter and disconnect on the Southwest corner of the house near the electric meter. <br /> <br />STANDARDS AND GUIDELINES: CHAPIN PARK <br />E. MECHANICAL SYSTEMS <br />The majority of the structures within the district have oil or gas heat, and have brick chimneys through the <br />roof. Some houses have one or two window air conditioners. <br />Required <br />Mechanical systems shall be placed in areas that will result in the least possible alteration to the structural <br />integrity and physical appearance of the building. Solar collectors and TV dishes shall be placed at the <br />rear of the property and shielded by shrubbery and landscaping. <br />Recommended <br />Window air conditioners and exhaust fans should be installed at the rear or at an inconspicuous side <br />window. Original lighting fixtures should be retained whenever possible. <br />Prohibited <br />Holes shall not be cut through walls or roofs to accommodate air conditioners or other mechanical <br />equipment in areas that can be seen from the street.
