<br /> <br />PERMIT BRIEFING MEMO <br /> <br />1. Facility Description <br /> <br />The Town of New Carlisle / SJEC - Water Treatment Facility (Water Treatment Facility) <br />engages in the production of process well water, which is filtered through a greensand <br />system to remove oxidized iron and manganese by precipitation prior to being pumped to <br />the St. Joseph Energy Center. The process may precipitate arsenic. <br /> <br />2. Discharge description: <br /> <br />Discharge is primarily backwash water, though sanitary is also included. The Water <br />Treatment Facility will periodically go into a backwash cycle, which will send backwash <br />water to a settling lagoon. When the wastewater reaches the overflow channel in the <br />settling lagoon, the wastewater will overflow into the lift station and to the Sample Site <br />Outfall #745. The water is metered prior to discharge into the City of South Bend Sewer <br />System. Stormwater is also included in discharge. <br /> <br />January 2018 – February 2022 Average Flow: 81,249 gpd <br />January 2018 – February 2022 Max Flow: 104,900 gpd <br /> <br />3. Sample Site Description <br /> <br />Sample Site Outfall # 745 is located on the east side of the settling lagoon within the lift <br />station, inside the fence along Walnut Road. <br /> <br />4. Wastewater Treatment <br /> <br />Wastewater treatment consists of a settling lagoon. <br /> <br />5. Classification <br /> <br />Based on the City’s Industrial Pretreatment Program, The Water Treatment Facility is <br />classified as a Significant Industrial User (SIU) and, because of the facility’s reported <br />average discharge of > 50,000 gpd - < 100,000 gpd, it is categorized as a Category B <br />industrial discharger. <br /> <br />6. Calculation of Limits <br /> <br />Discharge limits are applied from the South Bend Municipal Code directly to The Water <br />Treatment Facility’s effluent. Find these limits in Part I (A) (2) of this permit. <br /> <br />7. Monitoring Frequency <br /> <br />Monitoring frequencies are based on South Bend’s US EPA approved Industrial <br />Pretreatment Program monitoring requirements. <br /> <br />8. Industrial Operator Certification Requirement <br /> <br />Operator Certification Requirement: A-SO. – Industrial Certification requirements are <br />based on the criteria listed in Indiana Administrative Code Title 327-5-22-5
