Page 2 <br /> February 11, 1991 <br /> Zoning and Vacation Committee <br /> Council President Niezgodski noted that the proposed <br /> development is in the Second District. He has received some <br /> letters in opposition to it. He stated however, that he <br /> believes that this is a good project which would enhance the <br /> neighborhood and would be very much in favor of it. <br /> Following further discussion, Council Member Coleman made a <br /> motion seconded by Council President Niezgodski that Bill <br /> No. 102-90 be recommended favorably to Council. The motion <br /> passed. <br /> The next item on the agenda was to review Bill No. 7-91 <br /> which would vacate an alley west of Leland Avenue and south <br /> of Ashland Avenue. No petitioner was present. Council Member <br /> Zakrzewski made a motion seconded by Council President <br /> Niezgodski, that in light of the absence of a petitioner <br /> that the Bill be sent to full Council without <br /> recommendation. The motion passed. <br /> The next item on the agenda was Bill No. 8-91, an annexation <br /> involving land in Centre Township. Council Member Slavinskas <br /> stated that this Bill should be continued until the meeting <br /> of February 25th, so that a fiscal plan could be properly <br /> drafted by the City. Council President Niezgodski made a <br /> motion seconded by Council Member Coleman that Bill No. 8-91 <br /> be continued until the meeting of February 25th. The motion <br /> passed. <br /> The last item on the agenda was the BZA petition for R A D <br /> Services, located at 705 North St. Joseph Street. Mr. <br /> Richard Morgan, the attorney for the petitioner, stated that <br /> he is requesting a special use approval to allow a parking <br /> in a "B" Residential area. It was noted that the petitioner <br /> has between 21 to 25 employees, and that with the <br /> enlargement of the facility that parking was decreased. To <br /> allow the BZA special use exception, would allow parking to <br /> be made available to all employees, thus taking automobiles <br /> off the streets in the area. It was noted that the BZA <br /> approved their requests subject to specific conditions <br /> addressing landscaping, maintenance, and snow removal. <br /> Council Member Luecke, the District Councilman where the <br /> project is located, questioned whether there would be an <br /> earthen bank near the parking lot. Mr. Morgan indicated that <br /> no cars would be visible in light of the bank as well as <br /> other landscaping. Council Member Luecke stated that he was <br /> generally in support of this, however would not vote on it <br /> until he had further information this evening. He stated <br />
