v ' <br /> The committee then heard a presentation from the members of <br /> the St. Joseph County AIDS task force. <br /> Dr. George Plain noted that initially the project began as a <br /> community action group. "Entitlement" funds became available <br /> for St. Joseph and Elkhart Counties and that $15,000.00 was <br /> necessary for a staff member. Dr. Plain noted that AIDS <br /> patients seek to be home with their families if at all <br /> possible. He also noted that in October of 1989 Life <br /> Magazine featured a Mishawaka man who lived with his sister <br /> and then was assisted by Hospice. He stated that AIDS has <br /> increased approximately two hundred and fifty percent with <br /> seven AIDS individuals diagnosed in 1989 and 18 being <br /> diagnosed in 1990. <br /> Mr. John Frybort noted that 110 individuals have tested <br /> positive in St. Joseph County. He is the case manager and <br /> noted that approximately 40% of the individuals who have <br /> AIDS have difficulty seeking housing. The typical age is 30 <br /> to 40 years of age. There is a definite need for an <br /> emergency shelter as well as shelter when a family is unable <br /> or unwilling to provide shelter needs. He noted that the <br /> City of Fort Wayne is leasing a building in the downtown <br /> area and carries a mortgage of approximately $300, 000. 00. <br /> Other cities have gone to group homes. <br /> He stated that the concept of having a single family home <br /> would allow a site to be selected where the home has had a <br /> HUD foreclosure. They are proposing that one dollar per <br /> year be paid over a three year basis with the sale at the <br /> end of three years. Renovation would be made as necessary. <br /> Approximately $3,800. 00 is needed for utilities and <br /> insurance and approximately $1,200.00 for items related to <br /> the prevention of homelessness. They are anticipating that <br /> between three to four individuals would be living at the <br /> home. <br /> Dr. Plain noted that many individuals with AIDS come back to <br /> the area after living in New York, New Jersey, or <br /> California. He stressed that AIDS is a behavioral disease. <br /> In response to a question raised by Council member Ladewski <br /> it was noted that there is a waiting list currently of five <br /> to seven individuals with most eligible for SSI or other <br /> Social Security benefits. It was noted that the task force <br /> is currently preparing guidelines addressing who would be <br /> eligible for living at such a residence. <br /> Council Member Slavinskas asked many questions with regard <br /> to the reaction of home owners and the educational process. <br /> Dr. Plain noted that the danger involved is "nil" and that a <br /> series of neighborhood meetings would be ongoing. Dr. Plain <br /> also noted that disposal of waste and certain medical <br /> supplies would be properly addressed. <br />
