• <br /> Qnmuttttrr N,part <br /> PERSONNEL AND FINANCE COMMITTEE <br /> Wu the emotion &unrtt of tilt Qitty of£+uutli rnd: <br /> The August 13, 1990, meeting of the Personnel and Finance Committee was <br /> called to order by its Chairperson, Council Member Ann Puzzello, at 4:05 p.m. <br /> in the Council Informal meeting room. <br /> Persons in attendance included Council Members Zakrzewski, Duda, Luecke, <br /> Niezgodski, Soderberg, Puzzello and Sl4vinskas; Dale E. Balsbaugh, Theater <br /> Director, Don Porter and Kathleen Cekanski-Farrand. <br /> Council Member Zakrzewski requested that Bill No. 58-90 addressing fencing <br /> for scrap and junk yards be continued until the August 27 meeting. He noted <br /> that the Council Attorney, Mrs. DeClercq and the City Attorney have not had <br /> the opportunity to meet to discuss issues raised at the last meeting. <br /> Council Member Ann Puzzello then noted that the next item to be discussed <br /> was Bill No. 60-90 which would appropriate $65,000 from the Morris Civic <br /> Auditorium improvement fund for the purpose of purchasing administrative <br /> equipment and spotlight at the Morris Civie Auditorium. <br /> Mr. Dale E. Balsbaugh requested that$45,000 be appropriated for a box office and <br /> administration computer and $20,000 be appropriated for spotlights. He noted <br /> that networking would be made available through the computer system <br /> operation and that an "800 number" could be installed by January 1, 1991. <br /> Following favorable comments, Council Member Zakrzewski made a motion, <br /> seconded by Council Member Luecke, that Bill No. 60-90 be recommended <br /> favorably to Council. <br /> Council Member Luecke then reviewed Bill No. 62-90 entitled "Schedule of <br /> Ordinance and Code Violations" and Bill No. 63-90 entitled "Offense Related to <br /> the Unlawful Taking of Recyclable Materials." <br /> He noted that, in light of many programs such as Hope Rescue Mission and the <br /> Near Northwest Neighborhood recycling, that a Bill of this nature was <br /> necessary. Bill No. 62-90 would incorporate the fine into the ordinance <br /> violation listing so that it could be collected through that office. Council <br /> Member Luecke noted that the Council Attorney worked with him in revising <br /> the City of Mishawaka's ordinance which was passed by that City when that <br /> City began their recycling program. <br />
