r <br /> Qtummmrr Entail <br /> ZONING AND VACATION COMMITTEE <br /> akt Ile CUM1tau Coto% of tr (Mg of*ate Neigh <br /> The April 9, 1990, meeting of the Zoning and Vacation <br /> Committee was called to order by its Chairperson, Council <br /> Member Lee Slavinskas at 4: 00 PM in the Council informal <br /> meeting room. <br /> Persons in attendance included Council Members: Niezgodski, <br /> Voorde, Puzzello, Slavinskas, Zakrzewski, Duda, Luecke, <br /> Coleman, and Soderberg; Mike Danch, Gaylen Allsop, Larry <br /> Kloefple, T. Brooks Brademas, David Chapleau, Jon Hunt, Jack <br /> Roberts, Bernard Dietrick, John Phair, James Kronk, Don <br /> Porter, members of the news media, and Kathleen Cekanski- <br /> Farrand. <br /> Council Member Slavinskas noted that the first item on the <br /> agenda was to review Bill No. 2-90 which is a zoning request <br /> for the property located at 625 North Eddy Street. He noted <br /> that the Area Plan Commission at its meeting of March 20, <br /> 1990, gave an unfavorable recommendation to the request <br /> (copy attached) . Mr. Michael Danch of Peirce and Associates <br /> gave the presentation on behalf of Michael and Diantha <br /> Sutherland. He showed a preliminary site plan and an aerial <br /> photograph of the property in question. He stated that the <br /> proposed use would be to allow a barber shop and a <br /> manicurist for a total of two employees. He stated that <br /> this is a low intensity use. Originally, the petitioners <br /> desired to have the second floor to be used as residential <br /> but since the property is not currently "C" commercial, that <br /> it is not permitted. Mr. Danch noted that 17,000 cars use <br /> Eddy Street per day. <br /> Council Member Niezgodski asked why the Area Plan Commission <br /> gave an unfavorably recommendation. Mr. Danch noted that <br /> the Commission believed that the commercial zoning in the <br /> middle of this predominantly residential area would be <br /> counter productive and could be termed spot zoning. Mr. <br /> Danch noted that the proposed use would anticipate a <br /> clientele of 50% walk-ins and 50% through motor vehicle. <br /> Council Member Coleman noted that he voted against the re- <br /> zoning at the Area Plan Commission and cited the traffic <br /> flow as a primary consideration as well the residential <br /> character of the area. Council Member also provided for the <br /> committee a copy of a letter from the Northeast Neighborhood <br /> Council, Inc. , dated April 7, 1990, which opposed the re- <br /> zoning (copy attached) . <br /> Following further discussion, Council Member Coleman made a <br /> motion, seconded by Council Member Luecke that Bill No. 2-90 <br />
