atuntn tttrr Report <br /> PUBLIC SAFETY COMMITTEE <br /> Wu the Qtumnwn Connrtt of tip Mitg of iā€¢utttli Erna: <br /> The June 11, 1990, meeting of the Public Safety Committee <br /> was called to order by its Chairperson Council Member <br /> William Soderberg at 5:05 P.M. in the Council Informal <br /> meeting room. <br /> Persons in attendance included Council Members Zakrewski, <br /> Duda, Coleman, Luecke, Niezgodski, Soderberg, Puzzello, <br /> Slavinskas, Voorde; Jenny Pitts Manier, Captain Friend, Mike <br /> Meeks, Richard Nussbaum, Ron Glon, Don Porter, and Kathleen <br /> Cekanski-Farrand. <br /> Council Member Soderberg noted that the purpose of the <br /> meeting was to discuss Substitute Bill No. 33-90 which would <br /> amend the South Bend Municipal Code Chapter 20 entitled <br /> "Vehicles in Traffic. " <br /> Jenny Pitts Manier of the City's Legal Department then <br /> passed out additional amendments to the Committee, namely, <br /> pages 2 and 8 (copy attached) . She then highlighted that <br /> changes in the Substitute Bill' and the Substitute Pages for <br /> the Committee. <br /> Mr. Michael Meeks of the Engineering Department noted that <br /> basically the ordinance would update the language with <br /> regard to new traffic laws designated by the state. He <br /> specifically noted that changes required addressing <br /> handicapped parking since the City of South Bend does not <br /> issued local permits anymore. <br /> Captain Friend then spoke in favor of the bill. He noted <br /> that state handicapped parking permits can be procured <br /> through the vocational rehabilitation office at 221 West <br /> Wayne Street and also through Goodwill centers. He stated <br /> that he believed that there would be better enforcement in <br /> light of the proposed amendments. <br /> Council Member Niezgodski questioned why there were many <br /> references to "parking meters" throughout the ordinance. He <br /> recommended that they be deleted since he was advised that <br /> the City does not have any plans currently to go back to <br /> parking meters. <br /> Council Member Puzzello voiced concern with regard to <br /> "Shoppers Park Free. " She noted that in fact charges of <br /> $1.00 or more are being charged. Jenny Pitts Manier noted <br /> that there is a validation in process and the Center City <br /> Associates leases the property and therefore is in control <br /> of the charges. <br />
