Personnel and Finance Committee <br /> June 18, 1990 <br /> Page 2 <br /> advising them that their compliance would be greatly <br /> appreciated. He also voice concern over all of the "extras" <br /> being purchased by the City on recent pick-up trucks. <br /> Following further discussion, Council Member Coleman made a <br /> motion, seconded by Council Member Luecke, that Bill No. 41- <br /> 90 be recommended favorably to Council. The motion passed. <br /> The Committee then reviewed Substitute Bill No. 42-90 which <br /> would transfer monies from various accounts to various <br /> accounts within the Controller's Department and the Police <br /> Department in the General Fund of the City of South Bend, <br /> Indiana, for 1990. Katie Humphreys then passed out a <br /> handout (copy attached) which detailed the proposed <br /> transfer. She noted that a total of $55, 150. 00 would be <br /> spent for building and structural repair. She noted that <br /> $150,000. 00 would be spent for motor equipment and that an <br /> additional $84,850 would be spent on other equipment. She <br /> noted that the fire station at Central with regard to the <br /> drainage system, was brought to light during the ongoing <br /> fire negotiation and that Bill Penn had written a detailed <br /> memo to her on this situation. The situation will be <br /> corrected by utilizing both in-house and contractural means. <br /> Following further discussion, a motion was duly made and <br /> seconded that Substitute Bill No. 42-90 be recommended <br /> favorably to Council. The motion passed. <br /> Under Miscellaneous Business, Council Member Slavinskas <br /> raised a question with regard to who was the acting Mayor in <br /> light of Mayor Kernan's absence from the City. He <br /> specifically noted the applicable state law, namely, IC 36- <br /> 4-5-8 as well as the relevant section of the Municipal Code, <br /> namely Section 12-12.2. Upon further discussion with the <br /> Council, the matter was referred to the Legal Department for <br /> review and recommendation back to the Council. <br /> There being no further discussion to come before the <br /> Committee, the meeting was adjourned at 5:00 P.M. <br /> Respectfully submitted, <br /> Council Member Ann Puzzello <br /> Chairperson, Personnel and Finance Committee <br /> Attachments <br />
