Q nmmiffn &pnrf
HUMAN RESOURCES AND ECONOMIC DEVELOPMENT COMMITTEE
go Up Comm CIounal of ter ding of Ovid!!! Nutt):
The June 25, 1990, meeting of the Human Resources and Economic
Development Committee was called to order by its Chairperson
Council Member Steve Luecke at 4:55 P.M. in the Council Informal
meeting room.
Persons in attendance included Council Members Zakrzewski,
Coleman, Luecke, Niezgodski, Fuzzello, Slavinskas, Voorde; Don
Porter, John Hunt, and Kathleen Cekanski-Farrand.
Council Member Luecke noted that the purpose of the meeting was
to review Bill No. 43-90 which would amend Chapter 2, Article 6
of the South Bend Municipal Code, commonly referred to as Tax
Abatement Procedures.
Council Member Luecke noted that the ordinance basically does
three things, namely, that it extends personal property for new
manufacturing from 1991-1993, consistent with state law; it
clarifies in Section 2 both new and rehab multi-family
development from NRA to EDTA; and in the warehousing and new
manufacturing, it sets forth d process with regard to the
completion of a form for Employment Training Services (ETS) .
In response to a question raised by Mr. Hunt, it was noted that
condominium units could qualify for a three (3) year real
property tax abatement.
Following further discussion, Council Member Luecke made a
motion, seconded by Council Member Voorde, that Bill No. 43-90 be
recommended favorably to Council. The motion passed.
In response to questions raised by Council member Luecke, Mr.
Hunt noted that the Economic Development Annual Report will be
used for approximately three (3) years. It will also be used as
a marketing tool and was prepared by "Creative Graphics, " a new
company in South Bend. Council Member Slavinskas noted that he
would prefer a report which had more "facts, figures, and
numbers. " Mr. Hunt noted that he would be pleased to give
additional information to the Council or to the Human Resources
Committee at a future date.
There being no further business to come before the Committee, the
meeting was adjourned at 5:05 P.M.
Respectfully Submitted,
Council Member Steve Luecke
Chairperson, Human Resources and Economic Development Committee
