3 <br /> <br />13. On March 3, 2022, the Director of Neighborhood Services & Enforcement, mailed via first <br />class mail a notice of condemnation to The Property owner and property occupant. Please <br />see attached letter as Exhibit E. <br /> <br />14. On March 3, 2022, the Director of Neighborhood Services & Enforcement had an inspector <br />post condemnation and demolition placards on all possible entry doors at The Property. <br />Please see attached photos, taken by Inspector Dena Criswell, as Exhibit F. <br /> <br /> <br />Emergency Demolition Plan <br /> <br />15. The Director of Neighborhood Services & Enforcement will send notice to the owner that <br />this property will be processed as an emergency demolition pursuant to Indiana Code 36-7-9- <br />9 to protect life and safety given advanced deterioration and possible collapsing of exterior <br />walls. <br />16. The Director of Neighborhood Services & Enforcement will cause to be posted Emergency <br />Demolition placards on doors of the property. <br />17. Neighborhood Services & Enforcements inspectors will test the property for asbestos where <br />safe to do so, or the City will contract out the work. <br />18. After asbestos testing results are received from the lab, the City will seek a demolition quote <br />for entire structure from existing list of demolition contractors. <br />19. The Director of Neighborhood Services & Enforcement will request all utilities be retired in <br />preparation for demolition <br />20. The City will award the demolition contract to the qualified demolition contractor. <br />21. The demolition contractor will be required to remove all structures, foundations, basements, <br />remove all service walks and driveways, backfill with clean fill, grade with four inches of <br />topsoil and seeding. <br />22. The City will establish timeframe for demolition to be completed within. <br />23. Demolition contractor will obtain permits, obtain approved traffic plan (if needed), and <br />provide notification to the Indiana Department of Environmental Management. <br />24. The Director of Neighborhood Services & Enforcement will cause to be posted placards on <br />the building notifying all occupants that they have 30 days to vacate the property from date <br />on placard or further enforcement action may be pursued. <br />25. Inspectors with Neighborhood Services & Enforcement will inspect demolition progress. <br />26. Upon complete demolition and seeding, the Director of Neighborhood Services & <br />Enforcement will cause the owner of the property to be billed for the demolition.
