<br />4 <br /> <br />PERMIT BRIEFING MEMO <br /> <br /> <br />1. Facility Description <br /> <br />St. Joseph Energy Center is an Electric Power Generation Facility that engages in the production of <br />electricity using natural gas in a combustion turbine. This facility operates 24 hours / 7 days per week on <br />two 12-hour shifts. Production is subject to seasonal variation. The facility is manned by 21 plant <br />personnel. <br /> <br />2. Discharge Description <br /> <br />Generated discharge flows consist of processes and equipment/ facility wash-downs and storm water <br />from the five (5) Transformers’ secondary containment. The metering station is located in an above <br />ground unit called a Hot Box (to protect the meter from weather conditions), which is inside the fence <br />on SJEC property along Walnut Road and downstream of the OWS unit. <br /> <br />From January 1, 2017 to December 31, 2021 <br /> Average Process Flow: 17,427gpd <br /> Maximum Process Flow: 108,970gpd <br /> <br />3. Sample Site Description <br /> <br />Sample Site #054 is located adjacent to the Hot Box location. Sample Site #054 is considered to be end- <br />of-process. <br /> <br />4. Wastewater Treatment <br /> <br /> Pretreatment of wastewater consists of an Oil Water Separator. <br /> <br />5. Classification <br /> <br />St. Joseph Energy Center is classified as a Categorical Industrial User (CIU) by the Steam Electric <br />Power Generating Point Source under 40 CFR 423.17 New Source Performance Standards according to <br />the facility’s NPDES Permit Fact Sheet provided by St. Joseph Energy Center. St. Joseph Energy Center <br />has reported that wastewater regulated under 40 CFR 423.17 is only directly discharged to the <br />designated NPDES discharge point, not discharged to the sewer. <br />The City’s Industrial Pretreatment Program states that all Categorical Industrial Users be classified at a <br />minimum as a B. Therefore, St. Joseph Energy Center is classified as a B industry. <br /> <br />6. Calculation of Limits <br /> <br />Local limits have been applied where appropriate as described in Chapter 17 of the City of South Bend <br />Municipal Code. <br /> <br />
