He read the white paper recommendations made in 2021.
Chair Troy Warner outlined the hiring process of department heads by HR. He recommended a
similar model for appointment of the Director of the CPRO, which would include: a phone
interview with HR, group interviews with Council, public release of info on finalists, a public
meeting, and passage of a resolution with no more than three (3) candidates to the Mayor.
Chair Troy Warner stated that all documentation on candidates should be retained by HR and the
Council attorney, and there shall be no contact between any applicants and the Mayor,
administrative staff, or Council to discuss the position.
Committeemember Lori K. Hamann asked if there would be a different set of questions posed to
candidates at each step of the process.
Chair Troy Warner responded affirmatively; however, there may be some overlap.
Committeemember Lori K. Hamann asked who initiates the background checks and APRA.
EXCELLENCE ACCOUNTABILITY INNOVATION INCLUSION EMPOWERMENT
455 County-City Building 227 W Jefferson Bvld South Bend,Indiana 46601 p 574.235.9221 f574.235.9173 TTU574.235.5567 www.southbendin.gov
