That limited access to the property and the brothers who had a gas station <br /> there in the `50's lost their business because ingress and egress were so limited. And since that time, since <br /> they lost their business it has had a succession of unhappy occupancies. I have the South Bend Police <br /> incident reports related to that property for the last two years and I have copies for all of you, you will see <br /> that these incidents are taking place roughly every other month. <br /> COPIES OF THE REPORTS WERE PASSED OUT TO THE BOARD MEMBERS AT THIS TIME <br /> MR. DETLEF: The Codes states that the function of a Local Business District should be to create a <br /> harmonious business relationship with the residents. We're not harmonious right now. We have collected in <br /> a couple of days to prepare for this meeting more than 100 signatures in opposition of the more than 100 <br /> people that we contacted. We had four refuse this. The Progressive Missionary Baptist Church, the entire <br /> congregation lined up to sign in opposition as did their pastor. Moreover the business owners on Mishawaka <br /> Ave. adjoining this property every single one signed the petition in opposition. That is within the 500' <br /> distance from the designated property. I have these petitions with me and they're broken down into business <br /> owners, church members and residents. <br /> THE PETITONS IN OPPOSITION TO THE SPECIAL USE WERE PASSED OUT TO THE BOARD AT <br /> THIS TIME <br /> MR. KAY PARKER: I live at 1206 Belmont Ave. I think like any other person in the neighborhood when I <br /> first heard this I was really upset. Didn't want a tattoo parlor at the end of my street. I've lived there for 23 <br /> years and so I decided to try and look into a little bit more. I goggled his name and on his Facebook page <br /> that he was already toting the business at 1107 Mishawaka Ave. and he was going to be selling everything <br /> from shot glasses to shower curtains. Now that does not sound like a nice gift shop, art place to me. So that <br /> kind of upset me and did not change my mind. It made me more determined not to have this in our <br /> neighborhood. Don't see anybody <br /> here with any artist with art on canvas or anybody representing a clothing line here. I think what we're all <br /> dealing with is a tattoo,piercing artist. The property itself at 1107 Mishawaka Ave. is very unique. One of <br /> the unique things about this is that there is more frontage on the Belmont Ave. side than on the Mishawaka <br /> Ave. side. I understand their talking about a buffer, but guys, I'd want the curb cuts removed, a permanent <br /> structure or barrier there. A single row of shrubbery is not going to come close. Yeah the building's terrible <br /> and there is talk about tanks in the ground. I find the building itself totally inappropriate for this application. <br /> 44 <br />
