Assistant City Engineer <br />SUBJECT: Contract Award – Trucks R Us (V-00001707) <br />Project No. 122-031 2022 Biosolids Trucking for Land Application Annual <br />Contract (PR-00015085) <br />DATE: March 18, 2022 <br /> <br /> On March 16, 2022 the Department of Public Works received Open Market Quotes for the <br />above project. The Division of Utilities, Division of Engineering, Office of Diversity and <br />Inclusion, and Legal Department reviewed the documents and finds the information correct and <br />complete. Trucks R Us submitted two separate quotation packages, one with only MBE and <br />one with MBE and WBE. The other four vendors that were invited to quote did not submit a <br />quotation. <br /> <br />The Bids ranked as follows: <br /> <br />Bidder Unit Price Bid “Per Truck Per Hour” <br />1. Trucks R Us (MBE = 10.00%; WBE = 0.00%) $145.00 <br />2. Trucks R Us (MBE = 6.40%; WBE = 10.50%) $185.00 <br /> <br /> The Departments recommend Award of the contract for the 2022 Biosolids Trucking for Land <br />Application Annual Contract to the lowest responsive, responsible bidder, Trucks R Us at the <br />unit price bid of $145.00 per truck per hour. The total contract amount shall be issued as a not <br />to exceed contract per the 2022 Budget for Land Application. <br /> <br /> We kindly request that the Board of Public Works consider the approval of the subject <br />contract at its Regular Meeting on March 22, 2022. Land application will begin in March if field <br />conditions are acceptable and schedules permit. <br /> <br /> The MWBE Goal for the project was set at 16.9% per the Quote Specifications. Trucks R Us <br />has committed to a 10% MBE goal (per MWBE Form 1.0) and intends to employ Kennedy <br />Expressline, Inc. to provide MBE trucking to supply vehicles to haul biosolids. Kennedy <br />Expressline, Inc. assisted Trucks R Us during the 2019, 2020, 2021 Land Application contracts. <br />No WBE Trucking firms were identified in the selected quote as the price increase to involve <br />both WBE and MBE resulted in a $55.00 increase to the price, and the contractor has provided <br />a price that is in the best interest of the City of South Bend with respect to the cost for trucking. <br />A waiver will be required since the WBE goal will not be met on this project. <br /> <br /> The Division of Utilities will appropriate sufficient funds from the Organic Resources, <br />Contractual Services Other Account (641-06-605-515-439001).
