Boyles, PE, City Engineer SUBJECT: Self-Performance of 2022 City Paving Projects DATE: March 11, 2022 I am presenting the 2022 Internal Paving Schedule for work to be self-performed by the City’s internal work forces. The attached document provides details on 46 separate paving projects anticipated to be completed by the end of 2022 as part of the annual paving program. The document indicates which streets will be milled and paved, estimated material costs, estimated equipment costs, and estimated cost of labor for an overall estimated project cost. The estimated project costs range from approximately $5,000 to $136,600. According to IC 36-1-12-3, the City is not required to bid public works projects that it can self- perform if the estimated cost is less than $250,000 including the cost of materials. However, if the cost of a project is greater than $100,000, the Board of Public Works must provide notice of the intent to self-perform said work and make a determination that it is in the City’s best interest to perform this work. Additionally, the City must already have the human resources on staff and capability to perform the work. Three (3) of the 46 projects schedule for 2022 paving has an estimated cost of more than $100,000. Colfax Avenue from Eddy Street to Esther Street is estimated to be $133,050.28. Linden Avenue from Grant Street to Birdsell Street is estimated to be $136,598.70. St. Vincent Street from Niles Avenue to Notre Dame Avenue is estimated to be $109,512.15. Materials for these projects have already been acquired under IC 5-22 (public purchasing). By way of this memorandum, I would like to set forth notice of the City’s intent to use its own workforce to perform the above-mentioned paving project, each estimated to cost more than $100,000, but not exceed $250,000.
