STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br /> <br />Date: March 14, 2022 <br />Application Number: 2022-0304 <br />Property Location: 13271 Adams Road <br />Architectural Style/Date/Architect or Builder: Joseph and Julie Ann <br />Snyder Farm / Italianate / 1871 <br />Property Owner: DONOVAN NICHOLAS AND TRUDI <br />Landmark or District Designation: St. Joseph County Local Landmark, <br />Ordinance #55-82 <br />Rating: Outstanding <br /> <br /> <br />DESCRIPTION OF STRUCTURE/ SITE: Red brick 2 ½ story Italianate has a solid stone foundation. The <br />windows have segmented brick arches and segmented window frames, double hung 2/2 and 2/1 sashes with <br />fixed transoms on the second floor. The gabled roof has asphalt shingles with deep cornices, brackets, and <br />dentil molding. The front porch is open with turned posts and a concrete stoop. The Cherry Road porch has <br />square posts with brackets and a wide dentil frieze with brackets. There is a west side rear one story ell with <br />French doors. A large English barn north of the house with vertical wood siding and a steel roof. West side of <br />barn has three louvered vents and two modern sliding windows. The south side appears to have original <br />sliding doors and a modern door with multiple panes and a pressure treated wood deck and pergola; there is a <br />modern garage door at the east end. The east side has two louvered vents and two fixed 6-paned windows and <br />an entry. Another entry appears to have been on the north side of the barn. <br /> <br />ALTERATIONS: COA 2000-0808 allowed for reroofing. COA 2001-0713-1 allowed for the replacement of the <br />French door at the rear of the house, as well as options for installation of 4” siding and a frieze board. COA 2007- <br />0412 allowed for reroofing of the main house to match the addition, as well as landscaping. COA 2007-0501 <br />allowed for tree removal for utility work. COA 2009-0821 allowed for replacement of the main house roof. COA <br />2011-0429 allowed for the installation of Phase I of the Granger Paths Project. COA 2013-0429 allowed for <br />covering the exposed wood of the barn with vertical steel panels. AA 2019-0107A allowed for the installation of <br />fence for a chicken enclosure, as well as a new cedar door to the barn. <br /> <br />APPLICATION ITEMS: “Addition to home to include Mudroom/Laundry Room/ Attached Garage & Master <br />Suite. New construction conventionally stick-built, salvaged wood windows, clapboard siding, wood trim details. <br />Metal garage door w/glass. Standard architectural shingle.” <br /> <br />DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to: <br /> <br />Build an extension to the north of the existing addition on the main house, approximately 30’ 3 ¾” x 39’ 2 <br />7/16” wide, covered in clapboard siding and utilizing salvaged windows. <br /> <br />The proposed addition is behind the existing structure, is discreet and discernable from the original construction. <br />Proposed modifications brings additional functional space to the property. <br /> <br />STANDARDS AND GUIDELINES: “Group B” – Local Landmarks <br />The Commission has the authority to determine the architectural merits and the extent of any proposed treatment, renovation, or addition to a <br />historic landmark. The commission will require drawings, plans, specifications, and/or samples where appropriate. <br />A. Maintenance <br />The maintenance of any historical structure or site shall in no way involve any direct physical change except for the general cleaning and <br />upkeep of the landmark. The Commission shall encourage the proper maintenance of all structure or sites (appendix A: Minimum <br />Maintenance Standards). <br />B. Treatment <br />Treatment shall be defined as any change of surface materials that will not alter the style or original form. Such improvements include re- <br />roofing, glazing, or landscaping lawns and may involve a change that can potentially enhance or detract from the character of the landmark. <br />A treatment change of any surface whether on the landmark or in its environment may require a Certificate of Appropriateness if it
