Q timmtttrr arpnrt <br /> ZONING AND VACATION COMMITTEE <br /> Q!u the hlnnwwn fdounctl of the ittg of ifwutli iamb: <br /> The October 23, 1989 meeting of the Zoning and Vacation <br /> Committee was called to order by its Vice Chair Person <br /> Council Member Steve Luecke at 4:30 p.m. in the Council <br /> informal meeting room. <br /> Persons in attendance included Council Members: Luecke, <br /> Duda, Voorde, Niezgodski, Puzzello, and Zakrzewski; Jenny <br /> Pitts Manier, Bernard Feeney, John Hamilton, Margot Doyle, <br /> Don Porter, and Kathleen Cekanski-Farrand. <br /> Council Member Luecke noted that the first item on the <br /> agenda was to review Bill No. 79-89 which would vacate <br /> certain streets and alleys between Ewing Avenue and Prairie <br /> Avenue. It was noted that this was a substitute Bill. <br /> Mr. Feeney presented drawings and blueprints of the area in <br /> question on behalf of Chauny Huei and Sara Laun the <br /> developers of the subdivision. The area included between <br /> 70 to 75 acres which would have approximately 200 homes, and <br /> mixed us development including condominiums, apartments, and <br /> a small section of commercial development. This project is <br /> commonly known as the Emerson Forest Subdivision proposed in <br /> Portage Township. <br /> Council Member Zakrzewski voiced concern with regard to the <br /> intersection of Warren and Ewing Avenue. Several Council <br /> Members voiced concern with regard to the safety concerns. <br /> It was noted that the Area Plan Commission gave a unanimous <br /> recommendation in favor of the vacation. <br /> Mr. Feeney noted that the area in question has a rolling <br /> terrain and is heavily wooded, with both items being used in <br /> the marketing of the property. <br /> The northeast corner has wetlands and the developer is <br /> concerned about proper development of the right-of-ways for <br /> sidewalks, utilities, etc. He noted that the developer <br /> would be willing to have a joint meeting of the Rum Village <br /> Neighborhood Association as well as the Council Members. <br /> Mr. Feeney also noted that junk cars are currently being <br /> stored to the east of the property. <br /> Mr. Hamilton, the President of the Rum Village Neighborhood <br /> Association stated that this type of development would be <br /> appropriate since the neighborhood is concerned over <br /> commercial development. If it is to be primarily <br /> residential and if the developer took a positive stance with <br /> regard to reforestation, he did not anticipate that the Rum <br /> Village Neighborhood Association would be oppossed to it. <br />
