Persons in attendance included Council Members: Puzzello, Niezgodski, Luecke, Soderberg, Slavinskas, Zakrzewski, Coleman, Duda, Voorde, Katie Humphreys, John Leisenring, Don Porter, Richard Nussbaum, Jenny Pitts Manier, and Kathleen Cekanski-Farrand. Council Member Luecke noted that Bill No. 122-88 which would amend Chapter 9 Article 4 of the South Bend Municipal Code addressing leaf burning and air pollution control had received a favorable recommendation at a prior meeting. The committee then reviewed Bill No. 83-89 which would appropriate funds from the leaf collection and the removal services operational fund. Katie Humphreys stated that she would like to amend the Bill. The first payment would be due June 13, 1990. The new total would be $27, 345. Anticipated receipts are projected at $22, 104 from the assessment plus private fund raising. It was projected that the account would be in the black by 1994. Following further discussion Council Member Voorde made a motion seconded by Council Member Slavinskas that the Bill be amended as recommended by the City Controller. The motion passed. Council Member Slavinskas stated that he urged the City to contact the Township Trustees with regard to possible sources of manpower for the program. Council Member Coleman stated all available sources of manpower should be pursued, but that the salaries and wages temporary should remain at the proposed amount. Council Member Luecke stated that the start up this year would have snags, however, with cooperation, the program should work. Council Member Niezgodski questioned whether the equipment delivery was guaranteed. Jenny Pitts Manier stated that 4 machines are to be delivered tomorrow and that a $100 per day penalty had been incorporated into the contract.
