Q1n nn 14,port <br /> COMMITTEE OF THE WHOLE <br /> ign fig (dmmMwn &un it of tip QIttg of Onntli limb: <br /> The October 9, 1989 meeting of the Committee of the Whole <br /> was called to order by Council Member Steve Luecke at 6:00 <br /> p.m. in the Council informal meeting room. <br /> Persons in attendance included Council Members: Puzzello, <br /> Niezgodski, Luecke, Soderberg, Slavinskas, Zakrzewski, <br /> Coleman, Duda, Voorde, Katie Humphreys, John Leisenring, Don <br /> Porter, Richard Nussbaum, Jenny Pitts Manier, and Kathleen <br /> Cekanski-Farrand. <br /> Council Member Luecke noted that Bill No. 122-88 which would <br /> amend Chapter 9 Article 4 of the South Bend Municipal Code <br /> addressing leaf burning and air pollution control had <br /> received a favorable recommendation at a prior meeting. <br /> The committee then reviewed Bill No. 83-89 which would <br /> appropriate funds from the leaf collection and the removal <br /> services operational fund. <br /> Katie Humphreys stated that she would like to amend the <br /> Bill. The first payment would be due June 13, 1990. The <br /> new total would be $27, 345. Anticipated receipts are <br /> projected at $22, 104 from the assessment plus private fund <br /> raising. It was projected that the account would be in the <br /> black by 1994. <br /> Following further discussion Council Member Voorde made a <br /> motion seconded by Council Member Slavinskas that the Bill <br /> be amended as recommended by the City Controller. The <br /> motion passed. <br /> Council Member Slavinskas stated that he urged the City to <br /> contact the Township Trustees with regard to possible <br /> sources of manpower for the program. <br /> Council Member Coleman stated all available sources of <br /> manpower should be pursued, but that the salaries and wages <br /> temporary should remain at the proposed amount. <br /> Council Member Luecke stated that the start up this year <br /> would have snags, however, with cooperation, the program <br /> should work. <br /> Council Member Niezgodski questioned whether the equipment <br /> delivery was guaranteed. Jenny Pitts Manier stated that 4 <br /> machines are to be delivered tomorrow and that a $100 per <br /> day penalty had been incorporated into the contract. <br />
