Councilman Luecke then noted that Resolution No. 88-16 would be considered under special business. This is a joint Resolution of the Council and the Mayor proclaiming April 2 through the 9th as "National Community Development Week". He further noted that the Mayor would be giving a presentation honoring the fact that the City and local bank consortium members would be reaching the one million dollar loan amount. Beth Leonard noted that the South Bend Home Improvement Loan Program has been in existence since 1975 and that 6 bank consortium members would be honored by the City namely: First Interstate, First Source, Summit Bank, Tower Federal, Trustcorp, and Valley American Bank. She noted that a total of 146 laons have been given over this period of time. Ann Kolata then reviewed Resolution No. 88-17 which would expand the boundaries of the South Bend Central Development area. She handed out a map indicating the new area in yellow (copy attached) . The area would add approximately 1.9 acres to the 447 acres currently comprising the South Bend Central Development area.. This expansion is necessary to refinance the stadium. She also noted that a public hearing would take place before the Redevelopment Commission on April 15th. Councilman Luecke questioned when an area ceases to be blighted. Mrs. Kolata noted that there is a sunset provision listing the year 2,000. She also noted that the tax reform act specifically addresses this area. Following further discussion Councilman Coleman made a motion seconded by Councilman Slavinskas that Resolution No. 88-17 be recommended favorably to Council. The motion passed. Councilman Coleman then made a motion seconded by Councilman Slavinskas that the meeting be adjourned. The motion passed.
