Councilman Luecke then noted that Resolution No. 88-16 would <br /> be considered under special business. This is a joint <br /> Resolution of the Council and the Mayor proclaiming April 2 <br /> through the 9th as "National Community Development Week". <br /> He further noted that the Mayor would be giving a <br /> presentation honoring the fact that the City and local bank <br /> consortium members would be reaching the one million dollar <br /> loan amount. Beth Leonard noted that the South Bend Home <br /> Improvement Loan Program has been in existence since 1975 <br /> and that 6 bank consortium members would be honored by the <br /> City namely: First Interstate, First Source, Summit Bank, <br /> Tower Federal, Trustcorp, and Valley American Bank. She <br /> noted that a total of 146 laons have been given over this <br /> period of time. <br /> Ann Kolata then reviewed Resolution No. 88-17 which would <br /> expand the boundaries of the South Bend Central Development <br /> area. She handed out a map indicating the new area in <br /> yellow (copy attached) . The area would add approximately <br /> 1.9 acres to the 447 acres currently comprising the South <br /> Bend Central Development area.. This expansion is necessary <br /> to refinance the stadium. She also noted that a public <br /> hearing would take place before the Redevelopment Commission <br /> on April 15th. <br /> Councilman Luecke questioned when an area ceases to be <br /> blighted. Mrs. Kolata noted that there is a sunset <br /> provision listing the year 2,000. She also noted that the <br /> tax reform act specifically addresses this area. <br /> Following further discussion Councilman Coleman made a <br /> motion seconded by Councilman Slavinskas that Resolution No. <br /> 88-17 be recommended favorably to Council. The motion <br /> passed. <br /> Councilman Coleman then made a motion seconded by Councilman <br /> Slavinskas that the meeting be adjourned. The motion <br /> passed.
