noted that the current boundaries of the central business <br /> district incorporate the densest part of the downtown where <br /> the densest development is projected to take place. <br /> Councilman Slavinskas stated that if the central business <br /> district boundaries would be enlarged that tax abatement <br /> would be easier and that in effect tax abatement would not <br /> be an incentive. He further stated that he would prefer a <br /> smaller geographic area so that people would relocate or <br /> locate to the area determined to be blighted or older in <br /> many instances. <br /> Mrs. Kolata stated that she would prefer that the Council <br /> consider the possibility of a special exception and would be <br /> opposed to the expansion of the boundaries. <br /> Councilman Luecke then asked for motions of two separate <br /> occasions with regard to the expansion of the geographic <br /> boundaries. No motions were made. Councilman Luecke then <br /> stated for the record that from the committee's perspective <br /> expansion of the geographic boundaries would be a moot <br /> issue. <br /> Councilman Slavinskas stated that after considering all of <br /> the costs of the proposed projects and the safety issue, he <br /> believed that the proposed skywalk would be a benefit to the <br /> City. In light of this he would consider favorable support <br /> of the project as an exception which may qualify it for a <br /> three year real property tax abatement. Councilmen Voorde, <br /> Duda, and Luecke voiced similar support of utilizing the <br /> exception possiblity for a three year real property tax <br /> abatement consideration. <br /> Councilman Luecke stated that the Can American Development <br /> on the East Bank would be heard at the April 25th meeting of <br /> the Council which is to begin at 3:30 p.m. He stated that a <br /> committee meeting would be held at 3:15 p.m. that afternoon <br /> for further information on that project. <br /> Pam Meyer then reviewed the Urban Enterprise Zone. She <br /> reviewed the map outlining the zone which was dated November <br /> 1987. <br /> She handed out individual packets of information for each of <br /> the committee members present (copy attached) and then <br /> reviewed in summary much of the information contained within <br /> the packet. <br /> The initial item reviewed was the governing State law. She <br /> stated that the State program began in 1982 with the City of <br /> South Bend having an Urban Enterprise Zone in 1984. This <br /> was one of 10 Urban Enterprise Zones throughout the State of <br /> Indiana. Currently 32 other states have a similar program <br /> 2 <br />
