. <br /> Mundt-be Rood <br /> HUMAN RESOURCES AND ECONOMIC DEVELOPMENT COMMITTEE <br /> QIo tlit Common (llama! of tip Ong of tiuntll *nth <br /> The September 26, 1988 meeting of the Human Resources and <br /> Economic Development Committee was called to order by its . <br /> Chairman Councilman Steve Luecke at 5:05 p.m. in the Council <br /> informal meeting room. <br /> Persons in attendance included Councilmen Luecke, <br /> Niezgodski, Soderberg, Puzzello, Slavinskas, Coleman, Duda <br /> and Voorde; Ann Kolata, Beth Leonard, Jon Hunt, Betsy <br /> Harriman, Hedy Robinson, Max Moore, Mrs. Niezgodski, JoAnn <br /> Wagner of CAC, Jim Wensits, and Kathleen Cekanski-Farrand. <br /> Councilman Luecke noted that he has a conflict of interest <br /> with regard to the subject matter to be discussed. However, <br /> he noted that he has properly- filed the appropriate <br /> documents with the public agencies and therefore may <br /> continue to participate in the discussions. <br /> Mr. John Hunt then passed out to the committee members a <br /> computer print-out entitled "Community Development Block <br /> Grant Funding 9/26/88 (copy attached) . He noted that there <br /> are three basic funding sources namely new entitlement which <br /> is expected to be $2,491,160,000, reprogramed funds of <br /> approximately $100,000.00 and program income of $130, 000 for <br /> a total $2,721,160. He stated that there was an anticipated <br /> 2% reduction in the annual entitlement. He further noted <br /> that $150,000.00 may be realized as an additional sum°and if <br /> this was realized he suggested that it be placed in <br /> revolving loan fund programs. In this way the monies could <br /> be recaptured monies. <br /> Mr. Hunt noted that in 1990 the City may have to eliminate <br /> funding of some non-profit organizations regardless of who <br /> is elected our next President. <br /> Beth Leonard then reviewed the computer print-out. She <br /> noted that under the "Housing Activities" $884,600 was being <br /> recommended by the staff for 1989. It was noted that Renew, <br /> Inc. had not received any cuts since 1985. She further <br /> noted that the "Logan sprinkler system" activity would' have <br /> assisted six group homes. It was also noted that of the <br /> $427,437.00 for the Housing Rehab Fund in 1988, $65,000 of <br /> it was for the West Washington area. Of the $388, 600 <br /> requested for 1989 in the Housing Rehab Fund, $148,000 of <br /> the money would be for the West Washington housing <br /> activities. <br /> The second major classifications namely "Code Enforcement" <br /> was being recommended at $284,050.00 which represented an <br /> overall 5% reduction from the current budget.
