Zoning and Vacation Committee 10-10-88 Page 2 <br /> Ann Mannix of Neighborhood Housing Services stated that one <br /> of the intents of the ordinance is to encourage single <br /> family home ownership. She noted that the area in question <br /> had not been rezoned since World War II. It was further <br /> noted that no remonstrance was heard at the Area Plan <br /> Meeting. <br /> Councilman Slavinskas and Council Member Puzzello then <br /> voiced favorable comments with regard to the proposed <br /> rezoning. Council Member Puzzello noted that the City had <br /> appropriated a considerable amount of money into the area <br /> with regard to services, and building and that alot of <br /> improvements had been made in the last 4 to 5 years. <br /> Councilman Luecke stated that in the 1st District a similar <br /> rezoning had taken place several years ago and has been <br /> successful. He therefore would be supporting the proposed <br /> Bill. <br /> Following further comments, Councilman Coleman made a motion <br /> seconded by Councilman Luecke that Substitute Bill No. 105- <br /> 87 be recommended favorably to Council. The motion passed. <br /> The Committee then reviewed Bill No. 83-88 which would <br /> vacate the first north-south alley west of Frances Street <br /> and Bill No. 84-88 which would vacate the first east-west <br /> alley south of Colfax Street. Mr. Steve Henry represented <br /> the petitioner's on the these proposed Bills. He provided <br /> blueprints of the area in question. He noted that Bill No. <br /> 83-88 was being filed on behalf of Doctors Lawton and <br /> Stenger and Troeger, Garcia and Ansari. <br /> He further noted that the property owners for Bill No. 84-88 <br /> were the same named doctors. The proposed vacation would be <br /> to allow additional parking for the building of a medical <br /> building which would be primarily used to serve cancer <br /> patients. <br /> Council Member Puzzello voiced several concerns with regard <br /> to the proposed vacations. She stated that three conditions <br /> must be met namely to address ingress and egress to the <br /> garage on lot number 4, to address the installation of a <br /> guard rail on the fence, and to provide a requirement for 45 <br /> degree parking. <br /> Reference was then made to the board minutes of the Public <br /> Works Committee Meeting of October 3, 1988 where many of <br /> these issues were discussed. <br />
