a:m=n /n iirpnri <br /> HUMAN RESOURCES AND ECONOMIC DEVELOPMENT <br /> The embew- 21, 1987 meeting of the Human Resources and <br /> Economic Development Committee was called to order in the <br /> absence of the Chairman and Vice-Chairman by Councilwoman <br /> Ann Puzzello at 4:25pm in the Council's informal meeting <br /> room. <br /> Persons in attendance included Councilmen and Councilwomen: <br /> Paszek, Serge, Puzzello, Beck, and Zakrzewski; Hedi <br /> Robinson, Jon Hunt, Jim Wensits, Don Niezgodski, Dick <br /> Maginot, and Kathleen Cekanski-Farrand. <br /> The first item on the agenda was to review bill. no. 134-87 <br /> which would amend ordinance no. 5240-70 concerning the South <br /> Bend Economic Development Commission and the Department of <br /> Economic Development. Mr. Hunt noted that in light of the <br /> decrease in industrial revenue bonds that the city wishes to <br /> establish an agency within the city so that they can pursue <br /> state grants without utilizing not-for-profit corporations. <br /> He stated that this would not overlap with Redevelopment and <br /> that there has been considerable discussion with Ken Fedder, <br /> the attorney for the Economic Development Commission. <br /> The Council attorney asked whether Mr. Hunt would object to <br /> specifically incorporating the ordinance within the City <br /> Code under Chapter 2 . Mr. Hunt indicated that he would <br /> check on this recommendation. <br /> Councilman Paszek noted that the Economic Development <br /> Commission thoroughly endorses the proposed ordinance and <br /> believes that it would help substantially. <br /> Following further discussion, Councilwoman Beck made a <br /> motion seconded by Councilman Serge that bill no. 134-87 as <br /> to be amended by the Council attorney be recommended <br /> favorably to the Council. The motion passed. <br /> The Committee then reviewed bill no. 136-87 which would <br /> create the South Bend Redevelopment Authority. Mr. Hunt <br /> noted that this would not be a taxing agency. The state law <br /> permits such an authority and it would be consistent with <br /> that law. <br /> The Council attorney again noted that the bill should amend <br /> the South Bend Municipal Code and requested an update from <br /> the City Administration if they would be in agreement with <br /> this recommendation. <br /> Following further discussion, Councilwoman Beck made. a <br /> motion seconded by Councilman Serge that bill no. 136-87 as <br /> to be amended by the Council attorney be recommended <br /> favorably to the Council.
