emundritt arpiwt <br /> • <br /> HUMAN RESOURCES AND ECONOMIC DEVELOPMENT COMMITTEE <br /> too tic Mammon QtouarUl of UK Qtig of fraud) i ru <br /> The March 9 , 1987 meeting of the Human Resources and Economic <br /> Development Committee was called to order by its Chairman, -- <br /> Councilman Eugenia Braboy , at 5 : 20 p .m. in the Council informal <br /> meeting room. <br /> Persons in attendance included Councilmen: Voorde, Barcome ; <br /> Braboy, Serge , Beck, Zakrzewski , and Paszek; Isaiah Jackson, Hedi <br /> Robinson, members of the news media , Mr . Bob Johnson, Mr. Paul <br /> Gilmer, Mrs . Betty Valvria, and Kathleen Cekanski-Farrand . <br /> Councilman Braboy noted that the first item to be reviewed by the <br /> Committee was Resolution 87-8 which was a proposed real property <br /> tax abatement for the property located at 2901 South Main Street . <br /> Hedi Robinson of the Redevelopment Department then reviewed the <br /> report . She indicated that the petition was in order and that <br /> the Aerolite business was seeking a ten (10) year tax abatement . <br /> She indicated that a stop-work order had been issued by the Code <br /> Enforcement Department because proper permits had not been <br /> procured . However, Mr. Bob Johnson of Aerolite indicated that <br /> they would be following all proper procedures with regard to all <br /> building permits including the electrical permit. <br /> Representatives of Aerolite also indicated that the projected <br /> employment would probably be closer to 75-100 employees with a <br /> 20% commitment to minorities . Mr. Jackson commended the company <br /> for their commitment to minority hiring. <br /> Following discussion by the Committee , Councilman Serge made a <br /> motion , seconded by Councilman Beck, that Resolution 87-8 be <br /> recommended favorably to Council . The motion passed unanimously. <br /> The Committee then reviewed Resolution 87-21 which sought real <br /> property tax abatement for the property located at 329-331-333 S. <br /> Michigan Street . Hedi Robinson reviewed the report from the <br /> Redevelopment Department . It was indicated that the area in <br /> question was within a "TIF" and , therefore, page 2 of the report <br /> from the Redevelopment Department must be amended . She indicated <br /> that the Redevelopment Commission would not act on their <br /> resolution until Friday , March 13 , 1987. <br /> Mr . Jim Leonard , President of Business Communications , then <br /> briefly reviewed the need for the tax abatement . He noted that <br /> 40 employees would be involved at the facility. <br /> The Council Attorney voiced concern that the resolution from the <br /> Redevelopment Commission had not been acted upon prior to the <br /> requested action by the Common Council . She recommended that the <br /> Council take no action on the resolution so that the ordinance <br /> could be properly checked in this regard .
