(IInmmiiirr Erpnrt HUMAN RESOURCES AND ECONOMIC DEVELOPMENT COMMITTEE tin il1c Common Council of tip City of Doutli The February 23, 1987, meeting of the Human Resources and Economic Development Committee was called to order by its Chairman, Councilman Eugenia Braboy, at 4:30 p.m. in the Council informal meeting room. Persons in attendance included: Councilmen Serge, Braboy, Puzzello, Voorde, Paszek, and Zakrzewski; Tracy Jacobs, Mr. Jackson, Jon Hunt, Dr. Tanner, Kathy Baumgartner, members of the news media, and Kathleen Cekanski-Farrand. Councilman Braboy noted that the purpose of the meeting was to discuss Bill 7-87 which would transfer one hundred two thousand nine hundred ninety-seven dollars ($102,997.00) among various accounts within the Division of Community Development. Mr. Jon Hunt noted that Mr. Kevin Horton could not attend the meeting and that he would review the Bill. He noted that there were three basic projects which would be increased, namely: the Bureau of Housing Administration by the amount of forty seven dollars ($47.00); El Campito Rehabilitation in the amount of two thousand nine hundred fifty dollars ($2,950.00); and Housing Rehabilitation Fund by the amount of one hundred thousand dollars ($100,000.00) . He noted that approximately eighty-nine thousand dollars ($89,000.00) was coming from program income, the majority of which was staff contracts. Overall, the one hundred thousand dollar ($100,000.00) loan for housing rehabilitation would allow the not-for-profit housing development corporation to work hand-in-hand with the Greater South Bend Housing Corporation. The loan would be at six percent (670) with a repayment period of ten (10) years or upon sale. Dr. Tanner noted that one hundred thousand dollars ($100,000.00) was necesssary to bring the last properties into line within the next two (2) months. He noted that there were one hundred fifty (150) families, of which approximately seventy-five (75) were senior citizens. Mr. Hunt then reviewed the LaSalle Park Homes proposal (copy attached) . Kathy Baumgartner noted that a campaign to raise four hundred fifty thousand dollars ($450,000.00) would take place. Three hundred fifty thousand dollars ($350,000.00) would be for repairs; one hundred thousand dollars ($100,000.00) would be for the loan pay back. She also noted that there were two (2) HUD hurdles - one regarding community development and the second involving the property management with regard to the sales portion. Mr. Hunt noted that passage of the local ordinance was the last local step and then the necessary action would have to take place with the HUF officials. All parties have been in contact with HUD and favorable comments have been received from the Indianapolis office. Councilman Braboy stated that she was most in favor of the project and that, in light of the increasing cutbacks at the federal level with regard to housing, she urged her other Councilmen to vote favorably for the Bill.
