4 <br /> r' <br /> It was noted that the motor equipment line item was being <br /> increased to $381,000 representing a 2358% increase so that <br /> proper equipment can be purchased by the City. Most of the <br /> equipment being replaced was purchased in 1975. <br /> SEWAGE WORKS SINKING, BUREAU OF WASTEWATER, Pg.11.A.001 <br /> Requested 1988 Budget $652,143 - . 6% increase <br /> It was noted that this account is necessary on the debt <br /> service to pay off the bonds. The bonds should be paid in <br /> their entirety in 1990. The bond issue was necessary for <br /> the 1970 renovations. <br /> Mr. Leszczynski noted that EPA is imposing stricter <br /> requirements on all wastewater treatment plants in that <br /> chemical analysis, machine upgrades etc. will all be <br /> factored into the total cost. The City is looking into a <br /> federal match program which may be available. Mr. Kopec <br /> noted that after September 1988 the funds will only be <br /> available as a revolving loan fund at reduced rates. <br /> SOUTH BEND/CLAY SEWAGE WORKS GENERAL, Pcq. 12.A.001 <br /> Requested 1988 Budget $91,370 - 15. 6% increase <br /> Councilman Serge had various questions with regard to <br /> personnel in the new well field. It was noted that there <br /> were no other anticipated costs at this time. <br /> SOUTH BEND/CLAY WASTEWATER SINKING, Pg. 13 .A.001 <br /> Requested 1988 Budget $138, 699 - 0% increase <br /> It was noted that this is the debt service on the purchase <br /> of Clay Utilities. <br /> Following further discussion by the Council members, <br /> Councilman Barcome made a motion seconded by Councilman <br /> Serge that all utility related ordinances be recommended <br /> favorably to the Common Council. The motion passed. <br /> Mr. Vance noted that he would have proposed amendments <br /> prepared by Monday night's meeting and offer them on the <br /> floor. Councilman Barcome indicated that there would be <br /> additional questions by the City Council. <br /> No further business came before the Committee.
