Oimnmtttn larpmi <br /> ZONING AND VACATION COMMITTEE <br /> ain tip Mammon Q ounrit of tip (Ong of Bout!, lima: <br /> The September 28 , 1987 meeting of the Zoning and Vacation Com- <br /> mitte was called to order by its Chairman, Councilman John Voorde, <br /> at 4 : 05 p .m. in the Council informal meeting room. <br /> Persons in attendance included : Councilmen : Zakra.ewski, Voorde, <br /> Barcome, Puzzello, Serge, and Braboy; Jim Wensits , Richard <br /> Morgan, Gene Forsythe, and Kathleen Cekanski-Farrand. <br /> Councilman Voorde noted that the first item on the agenda was <br /> to review Bill No. 84-87 which would vacate the first North- <br /> South alley west of St . Joseph Street. He noted that it received <br /> a favorable recommendation from the Area Plan Commission and a <br /> favorable recommendation from the Board of Public Works . <br /> Mr. Gene Forsythe of 216 E. Navarre stated that he owns the <br /> properties located at 124 and 126 E. Navarre. He stated that <br /> the alley in question is covered with grass and was adjacent to <br /> an apartment building. He noted that there were no remonstrators <br /> at either the Area Plan meeting or the Board of Public Works <br /> meeting. He stated that his future plans for the building in- <br /> cluded a separate zoning petition to re-zone the area from "B" <br /> to "C" so that the lower level could be used in his business as <br /> a Manufacturing Representative for Kraft items . <br /> Following discussion by the committee , Councilman Serge made a <br /> motion seconded by Councilman Puzzello that Bill No. 84-87 be <br /> recommended favorably to Council. The motion passed. <br /> Councilman Voorde then stated that the next item on the agenda <br /> was to review Bill No. 70-87 which is a zoning ordinance to re- <br /> zone the property located at 1307 E. Ireland Road. <br /> Mr. Richard Morgan of the Barnes & Thornberg Law firm stated that <br /> he represents the petitioner Kent Yoder who desires to build a <br /> McQuick Lube operation at the property. He noted that the area <br /> in question is west of the Wheel Works Restaurant . He further <br /> noted that approximately one year ago the City Council approved <br /> the re-zoning however since that project lapsed in one year <br /> expired the re-zoning procedure must again be pursued. He stated <br /> that there were no remonstrators at the Area Plan meeting. He <br /> also noted that the "E" Height classification was a part of the <br /> substitute bill in order to allow proper parking. <br /> Following discussion Councilman Serge made a motion seconded by <br /> Councilman Puzzello to accept substitute version of Bill No . <br /> 70-87 . The motion passed. Councilman Serge then made a motion <br /> seconded by Councilman Puzzello to recommend the substitute ver- <br /> sion of Bill No. 70-87 favorably to Council.. The motion passed. <br /> The committee then reviewed Bill No. 82-87 which is a bill to <br /> vacate Elbell Court .
