ennun ttrr itrpirt <br /> PUBLIC SAFETY COMMITTEE <br /> inn tit Qtnuwwn atonal of tip ling of EPa *Intl <br /> The February 23, 1987, meeting of the Public Safety Committee was called to <br /> order by its Chairman, Councilman Ann Puzzello, at 4:00 p.m. in the-Council - <br /> informal meeting room. <br /> Persons in attendance included Councilmen: Serge, Beck, Puzzello, Voorde, <br /> Paszek, Braboy, and Zakrzewski; members of the Humane Society and Kathleen <br /> Cekanski-Farrand. <br /> Councilman Puzzello noted that the purpose of the meeting was to review Bill <br /> 8-87 which would amend Chapter 4 and Chapter 5 of the Municipal Code of the <br /> City of South Bend addressing licensing and animals. <br /> In the absence of the City Controller, Councilman Puzzello noted that the <br /> overall purpose of the Bill was to empower the City Controller to name <br /> another entity to issue City licenses with regard to animal control. <br /> Councilman Voorde suggested that he would like a continuance of the Bill so <br /> that the Council could consider interjecting the City Council into the <br /> overall process for better check and balance. He noted that, by such a <br /> procedure, it would give the Council an opportunity to review what the <br /> administrative branch is doing in this area. He further noted that there <br /> was local precedent for such a procedure in the area of issuing scrapyard <br /> licenses which need a confirming resolution from the City Council. <br /> Councilman Paszek, Councilman Braboy, and Councilman Puzzello expressed <br /> favorable comments regarding Councilman Voorde's concept. Representatives <br /> from the Humane Society also suggested that the role of the Council would be <br /> a positive addition to the overall procedure. They also noted that a two <br /> (2) week delay would not impede their procedure. <br /> Mr. Vance noted that so long as the City Controller's hands were not tied <br /> with regard to having to go outside the City Controller's office, he would <br /> not have an overall objection to the procedure. <br /> In response to a question from Councilman Beck, it was noted that the <br /> current agreement with the Humane Society was a three (3) year agreement <br /> where a specific designated account would be established and that a credit <br /> against the contract amount would be made. <br /> Following further discussion by the committee members, Councilman Voorde <br /> made a motion, seconded by Councilman Serge, that Bill 8-87 be continued for <br /> two (2) weeks to allow the City Council Attorney to meet with the City <br /> Controller to draft the necessary amendatory language. The motion passed <br /> unanimously. <br /> There being no further business to come before the committee, the meeting <br /> was adjourned at 4:15 p.m. <br /> Respectfully submitted, <br /> Councilman Ann B.
