Ont mtttrr Rood <br /> Personal and Finance Committee <br /> The December 21, 1987 meeting of the Personal and Finance <br /> Committee was called to order by its Chairwoman, <br /> Councilwoman Beverlie J. Beck, at 4:20pm in the Council's <br /> informal meeting room. <br /> Persons in attendance included Councilmen and Councilwomen: <br /> Serge, Beck, Puzzello, Zakrzewski, Barcome, Paszek, and <br /> Voorde; Michael Vance, Carolyn Pfotenhauer, Dick Maginot, <br /> Sean Coleman, Don Niezgodski, Jim Wensits, Jon Hunt, Hedy <br /> Robinson, and Kathleen Cekanski-Farrand. <br /> Councilwoman Beck noted that the purpose of the, meeting was <br /> to review bill no 135-87 which would amend Chapter 4 <br /> Article 4 of the South Bend Municipal Code regarding <br /> regulation of charitable solicitations. <br /> Mr. Michael Vance, City Controller, reviewed the proposed <br /> bill. He noted that the overall ordinance is less <br /> restrictive in light of current Supreme Court cases. He <br /> further noted that several portions of the Card ordinance <br /> are unenforceable. Mrs. Pfotenhauer and Kathleen Cekanski- <br /> Farrand both indicated that the proposed ordinance would <br /> improve the current regulations on the book by permitting a <br /> permanent process. <br /> Following further discussion Councilman Serge made a motion <br /> seconded by Councilman Barcome that bill no 135-87 be <br /> recommended favorably to the Council.. The motion passed. <br /> No further business came before the Committee. The meeting <br /> was adjourned at 4:25pm. <br /> Respectfully submitted, <br /> Beverlie J.
