Beck, at 4 : 40 p.m. in the Council informal meeting room. , Persons in attendance included: Councilmen Serge, Braboy, Beck, Puzzello, Taylor, Zakrzewski, Barcome, Paszek, and Voorde; Michael Vance, James Seitz, Bob Niezgodski, Chief Luther Taylor, Brian Hedman, Liz Rowell , members of the news media, and Kathleen Cekanski-Farrand . Councilman Beck noted that the first item on the agenda was review of Bill No. 60-87 which was a bill to appropriate $66,000 from the Federal Assistance Grant Fund to Account No. 4399.0, Other Contractuals , to pay the 1987 pledge to Project Future. Mr. Michael Vance briefly described the project. Following discussion , Councilman Barcome made a motion, seconded by Councilman Taylor , that Bill No. 60-87 receive a favorable recommendation. The motion passed. Councilman Beck noted that the next item on the agenda was Bill No. 61-87 , a bill to appropriate $230, 000 from the Federal Assistance Grant Fund to Account No. 4399, Other Contractuals, to pay the City's portion of costs associated with the construction of a demonstration hydro-electric plant on the St. Joseph River. Mr. James Seitz noted that the City was the recipient of a $500,000 grant for a demonstration project. Favorable discussion with regard to the hydro-electric plant and the building of the fish ladders was then heard. The entire project is expected to cost $1 , 177 ,000. Following further discussion, Councilman Barcome made a motion , seconded by Councilman Taylor , that Bill No. 61-87 be recommended favorably to Council . The motion passed . The Committee then reviewed the substitute version of Bill No. 62-87 which was a bill transferring monies between various accounts within various departments of the City for 1987. Mr. Vance indicated that this bill would allow transfers within the same department. He also indicated that there was a "typo" on page four (4) which should read "police pension" instead of "fire pension".
