Beck, at 4 : 40 p.m. in the Council informal meeting <br /> room. <br /> , Persons in attendance included: Councilmen Serge, Braboy, <br /> Beck, Puzzello, Taylor, Zakrzewski, Barcome, Paszek, and Voorde; <br /> Michael Vance, James Seitz, Bob Niezgodski, Chief Luther Taylor, <br /> Brian Hedman, Liz Rowell , members of the news media, and Kathleen <br /> Cekanski-Farrand . <br /> Councilman Beck noted that the first item on the agenda was <br /> review of Bill No. 60-87 which was a bill to appropriate $66,000 <br /> from the Federal Assistance Grant Fund to Account No. 4399.0, <br /> Other Contractuals , to pay the 1987 pledge to Project Future. <br /> Mr. Michael Vance briefly described the project. <br /> Following discussion , Councilman Barcome made a motion, <br /> seconded by Councilman Taylor , that Bill No. 60-87 receive a <br /> favorable recommendation. The motion passed. <br /> Councilman Beck noted that the next item on the agenda was <br /> Bill No. 61-87 , a bill to appropriate $230, 000 from the Federal <br /> Assistance Grant Fund to Account No. 4399, Other Contractuals, to <br /> pay the City's portion of costs associated with the construction <br /> of a demonstration hydro-electric plant on the St. Joseph River. <br /> Mr. James Seitz noted that the City was the recipient of a <br /> $500,000 grant for a demonstration project. Favorable discussion <br /> with regard to the hydro-electric plant and the building of the <br /> fish ladders was then heard. The entire project is expected to <br /> cost $1 , 177 ,000. <br /> Following further discussion, Councilman Barcome made a <br /> motion , seconded by Councilman Taylor , that Bill No. 61-87 be <br /> recommended favorably to Council . The motion passed . <br /> The Committee then reviewed the substitute version of Bill <br /> No. 62-87 which was a bill transferring monies between various <br /> accounts within various departments of the City for 1987. Mr. <br /> Vance indicated that this bill would allow transfers within the <br /> same department. He also indicated that there was a "typo" on <br /> page four (4) which should read "police pension" instead of "fire <br /> pension".
