OtDlnlnillrr Erpn1I <br /> PERSONNEL AND FINANCE COMMITTEE <br /> OP tilt Gammon Council of the Cltty of Doutfi 3irnh: <br /> The June 8 , 1987 meeting of the Personnel and Finance <br /> Committee was called to order at 3 :50 p.m. by Councilman Taylor <br /> in the absence of the Chairman or Co-Chairman. <br /> Persons in attendance included: Councilmen Braboy, Taylor, <br /> Serge , Voorde, Zakrzewski , and Beck; Mike Vance , Pat DeClerq, <br /> Skip Yoder, Jim Wensits, and Kathleen Cekanski-Farrand. <br /> Councilman Taylor noted that the first item on the agenda <br /> was to review Bill No. 48-87 which would amend Chapter 2, Article <br /> 14 of the South Bend Municipal Code which regulates special <br /> funds. Mr. Vance noted that since home rule phased out the old <br /> State law which provided authority for municipalities to <br /> establish special funds, this ordinance was necessary to reaffirm <br /> the establishment of the promotional accounts for the Mayor's <br /> Office and the Common Council. It was also indicated that this <br /> was a requirement discussed with the State Board of Accounts. <br /> Promotional accounts are typically used for membership dues, keys <br /> and other types of promotion for the City. <br /> Following discussion, Councilman Braboy made a motion, <br /> seconded by Councilman Serge , that Bill No. 48-87 receive a <br /> favorable recommendation. The motion passed. . <br /> Councilman Beck then arrived and chaired the next discussion <br /> which was on Bill No. 50-87 which would appropriate $13, 700.00 <br /> from the Federal Assistance Grant Fund , commonly known as the <br /> Revenue Sharing Trust Fund, for the 1987 summer clean-up program. <br /> Patricia DeClerq briefly explained the bill. She noted that the <br /> summer clean. up would begin on June 22, 1987. She indicated that <br /> there had been problems with the lack of youth signing up for the <br /> program with "JPTP". A total of twelve ( 12) with two ( 2) <br /> supervisors would be involved. The funding would be for the <br /> purchase of various lawnmowers, weed wackers, gloves, bags, and <br /> maintenance on the equipment. <br /> Following discussion by the Committee, Councilman Braboy <br /> made a motion, seconded by Councilman Taylor, that Bill No. 50-87 <br /> receive a favorable recommendation. The motion passed. <br /> There being no further business to come before the <br /> Committee, the meeting was adjourned at 4 :00 p.m. <br /> Respectfully submitted , <br /> Councilman Beverlie J.
