alimunitIrt it rpnrt <br /> PERSONNEL AND FINANCE COMMITTEE <br /> ilJv 1t�c Olommon Council of Hit 014 of boulli iirnb: <br /> The May 26 , 1987 meeting of the Personnel and Finance Committee was <br /> called to order by its Chairman, Councilman Beverlie J. Beck, at 4:30 p.m. in <br /> the Council informal meeting room. <br /> Persons in attendance included : Councilmen Serge, Beck, Braboy, <br /> Puzzello , Taylor , Zakrzewski , Barcome , and Voorde ; Dan Mirocha , Dale <br /> Balsbaugh, members of the news media and Kathleen Cekanski-Farrand. <br /> Councilman Beck noted that the purpose of the meeting was to review two <br /> (2) bills on the agenda for review and recommendation to the full Council. <br /> The Committee then reviewed Bill No . 43-87 , a. bill which would <br /> appropriate $19,300.00 from the Morris Civic Auditorium Improvement Fund to <br /> Account #429.0 and Account #416.0. Mr. Dale Balsbaugh then reviewed the bill. <br /> He passed out a handout to describe the actual loading bridge concept in the <br /> Morris Civic Auditorium (copy attached). He indicated that with the <br /> installation, an hour could be cut in loading and unloading and that the union <br /> workers believe it to be safer and much more efficient. <br /> Following discussion by the Committee, Councilman Barcome made a motion, <br /> seconded by Councilman Taylor, that Bill. No. 43-87 go to Council favorably. <br /> The motion passed. <br /> The Committee then reviewed Bill No. 44-87. which would appropriate <br /> $1 ,200.00 from the Arson Protection Fund to Account #293.000.16.04429.00, said <br /> account being entitled "Other Equipment". <br /> Dan Mirocha of the Fire Department indicated that the monies were donated <br /> to the Arson Bureau and that approximately $1 , 250.00 remains in this budget. <br /> The department would like to appropriate $1,200.00 for video equipment which <br /> would be used when investigating possible arson situations. <br /> Following discussion, Councilman Barcome made a motion, seconded by <br /> Councilman Taylor, that Bill No. 44-87 go favorably to Council . The motion <br /> passed. <br /> Upon questioning by Councilman Voorde, it was indicated that there are <br /> two (2) fulltime individuals (with a third person filling in) who work in <br /> conjunction with the Police Department on such arson investigations. <br /> There was discussion, specifically by Councilman Voorde and Councilman <br /> Barcome , that there be a proposed salary increase for Dale Balsbaugh for <br /> calendar year 1988. <br /> There being no further business to come before the Committee, the meeting <br /> was adjourned at 4 : 45 p.m. <br /> Respectfully submitted, <br /> Councilman Beverlie J.
