(inmmtttrr Report <br /> PERSONNEL AND FINANCE <br /> Op At (gammon QIounril of tip OJtty of$rultli <br /> The February 23, 1987, meeting of the Personnel and Finance Committee was . <br /> called to order by its Chairman, Councilman Beverlie Beck, at 4:15 p.m. in <br /> the Council informal meeting room. Persons in attendance included: <br /> Councilmen Serge, Braboy, Puzzello, Beck, Voorde, Paszek, and Zakrzewski; <br /> Mr. Michael Vance and Kathleen Cekanski-Farrand. <br /> Councilman Beck noted that the purpose of the meeting was to review Bill <br /> 13-87 which would amend Chapter 2 Article 8 of the Municipal Code of the <br /> City of South Bend entitled "City Officers and Employees." <br /> The Council Attorney was then called upon to review the Bill. She noted <br /> that Bill 13-87 would amend three (3) specific Sections of the Municipal <br /> Code, namely 2-119, 2-120, and 2-121. These Sections deal with sick leave <br /> policies, vacation policies, and holidays. <br /> Mrs. Farrand noted that the ordinance was necessary in order to bring the <br /> City Code in compliance with Ordinance 7667-86 and Ordinance 7675-86 which <br /> were passed by the Common Council last summer. She also noted that the <br /> agreement entered into between the City of South Bend through the Board of <br /> Public Works and Teamster Local #364 was a three (3) year agreement <br /> effective January 1, 1987 through December 31, 1989. By amending the City <br /> Code, the specific Sections would also be consistent with the Teamster <br /> agreement. <br /> Mrs. Farrand noted that basically the language of the Ordinances passed last <br /> sunnier was being formally incorporated into the new City Code language; <br /> thus, the two-tiered concept of employees who had been placed as of December <br /> 31, 1986, and new employees hired after December 31, 1986, would have their <br /> respective sick leave policies and vacation policies addressed. <br /> Additionally, the holiday schedule reflected the cutback to seven and <br /> one-half (7-1/2) designated holidays which are annually approved by the <br /> Board of Public Works and two (2) non-designated holidays. <br /> She also noted that the Ordinance affecting these three (3) areas <br /> specifically exempted sworn police officers and firefighters. She noted <br /> that this would be the last step on behalf of the City Wage Negotiating Team <br /> to make sure that all policies and procedures affecting organized and <br /> non-organized City employees into compliance with all of the agreements. <br /> reached last summer and formally approved by Ordinance. <br /> Following favorable discussion by the Committee members, Councilman Beck <br /> made a motion, seconded by Councilman Braboy, that Bill 13-87 be recommended <br /> favorably to Council.
