Otommtttrr Evart <br /> PERSONNEL AND FINANCE <br /> Wm tit Cotonou OIoumtl of tip (Oily of bouts Rrnd: <br /> The January 26, 1987, meeting of the Personnel and Finance Committee was <br /> calld to order by its Vice-Chairman, Councilman James Barcome, at 4:15 p.m. <br /> in the Council informal meeting room. <br /> Persons in attendance included Councilmen: Serge, Barcome, Zakrzewski, <br /> Paszek, Voorde, Braboy, Beck, Puzzello, and Taylor; Carol Sanders, members <br /> of the news media, and Kathleen Cekanski-Farrand. <br /> Councilman Barcome noted that the purpose of the meeting was to review Bill <br /> 119-86 which would amend Chapter 2, Article 7 of the Municipal Code of the <br /> City of South Bend by deleting various sections addressing budgetary <br /> procedures. <br /> Councilman Puzzello noted that she authored the Bill last year in her <br /> capacity as Chairman of the Personnel and Finance Committee. She indicated <br /> that she had met with Michael Vance and Carol Sanders on the original bill <br /> and that the three (3) of them had worked out an amended version. <br /> Carol Sanders then briefly reviewed the amendments which would basically <br /> amend Section 2-88 by deleting the "cost center narratives" and by replacing <br /> such terminology with "line item detail." Overall, the budgetary history <br /> provisions would be deleted. <br /> Councilman Puzzello noted that in her tenure as Chairman of the Committee, <br /> the material which would no longer be required would not substantially <br /> affect the budgetary review process. She believed that, in fact, the <br /> amended version of the budgetary procedure ordinance would be more cost <br /> effective for the City. <br /> Various Council members voiced favorable comments with regard to the <br /> proposed Bill. <br /> In light of the fact that a substitute version was not made available and <br /> would not be available at the time of the 7:00 p.m. meeting, it was <br /> recommended that the Council attorney prepare the substitute version so that <br /> it could be acted upon at the February 9, 1987, meeting of the Common <br /> Council. Upon a motion being made by Councilman Serge, seconded by <br /> Councilman Taylor, substitute version of Bill 119-86 was recommended <br /> favorable to Council. The motion passed. <br /> There being no further business to come before the Committee, the meeting <br /> was adjourned at 4:30 p.m. <br /> Respectfully submitted, <br /> Councilman James V.
