Mammal/rt. ittpnrt <br /> PERSONNEL AND FINANCE COMMITTEE <br /> PARKS COMMITTEE <br /> Wa tie Ulnmmon Ctounrtt of 1I, Qty of Bnut1 ladA <br /> The January 26, 1987, joint Committee of the Personnel and Finance Committee <br /> and the Parks Conmittee was called to order by Park's Committee Chairman, <br /> Councilman James Barcome at 4:00 p.m. in the Council informal meeting room. <br /> Persons in attendance included Councilmen: Serge, Barcome, Braboy, Voorde, <br /> Paszek, Puzzello, and Zakrzewski; Carol Sanders, Jim Seitz, members of the <br /> news media, and Kathleen Cekanski-Farrand. <br /> Councilman Barcame noted.that the purpose of the meeting was to review Bill <br /> 3-87 which would appropriate $111,948.87 from the non-reverting East Bank. <br /> Trail Fund to account 399 Contractual Services being within the East Bank <br /> Trail Fund. <br /> Jim Seitz, the Director of the Parks Department, then reviewed the Bill. He <br /> noted that the not-for-profit corporation, namely the Michiana Watershed, <br /> had petitioned from a local trust fund in the sum of $100,000.00. A <br /> contingent grant in a similar amount of $100,000.00 could be received from <br /> the Land and Water Conservation Grant Fund. The primary use of said funds <br /> would be for land acquisition. <br /> He then briefly described the areas surrounding the abandoned railroad <br /> tracks along Angela Blvd. It was decided that a twenty foot (20') strip <br /> rather than a sixty foot (60') strip would be necessary. He stressed that <br /> none of the $200,000.00 would be tax money. He also noted that, at the <br /> present time, they were not planning to blacktop the trails; however, the <br /> trails must be accessible for handicapped individuals. <br /> Councilman Paszek questioned who owns the viaduct and was informed that that <br /> issue has not been resolved. <br /> Councilman Braboy questioned whether there would be concern over noise and <br /> traffic, and Mr. Seitz stated that such problems were being addressed. <br /> Councilman Puzzello noted that she had spoken with many of the area <br /> approximately one (1) year ago and had not received any unfavorable <br /> comments. <br /> Councilman Paszek also spoke in favor of the overall project. <br /> Following further discussion by the committee members, Councilman Serge made <br /> a motion, seconded by Councilman Taylor, on behalf of the Parks Committee, <br /> to recommend Bill 3-87 favorably to Council. The motion passed. Councilman <br /> Serge then made a motion, seconded by Councilman Taylor, on behalf of the <br /> Personnel and Finance Conmittee, that Bill 3-87 receive a favorable <br /> recommendation. That motion also passed. <br /> There being no further business to come before the joint committee meeting, <br /> the meeting was adjourned at 4:15 p.m. <br /> Respectfully submitted, <br /> Councilman James Barcome, Chairman Councilman Beverlie J.
