that can be completed within the project funding and are <br />currently working on the design of these improvements. <br />In addition to PCFA 14B, Shrewsberry has worked on over 20 <br />pedestrian improvement projects in the last five years. Below are <br />key parts of our project approach, learned through our experience <br />working on a similar pedestrian improvement project. <br />FIELD ASSESSMENT <br />The first step Shrewsberry will take will be to perform <br />a field assessment of the entire project area. This assessment <br />will allow us to propose appropriate improvements within the <br />project budget and investigate alternatives to minimize impacts <br />to the right-of-way, utilities, and the environmental process. It <br />will enable us to collect the appropriate data during the design <br />process. <br />On PCFA 14B, Shrewsberry utilized teams of two for the field <br />assessment. Our teams reviewed the 600+ locations in seven <br />days. The curb ramp features included cross slope, running slope, <br />access path width, clear space, level turning spaces, detectable <br />warning surfaces, and overall compliance with ADA regulations <br />and current best engineering practices. Other items reviewed <br />included curb condition, pavement markings, pedestrian signage, <br />evidence of utilities, sidewalk/trail condition, or evidence of drainage <br />issues. Detailed field notes and pictures were also collected. <br />PRELIMINARy ENGINEERING <br />REPORT, PRIORITIZATION, AND <br />IMPROVEMENT SELECTION <br />After completing the field assessment, Shrewsberry will work to <br />create a preliminary engineering report. This report will document <br />the process, data collection, and field assessment findings. It will <br />also include recommended improvements at all locations. <br />Shrewsberry often sees pedestrian improvement projects <br />that focus exclusively on curb ramp improvements. While <br />these are important and often necessary, our team will look <br />beyond focusing exclusively on curb ramps. As appropriate, our <br />recommendations will include: <br />Knowing that it may not be feasible to construct all identified <br />improvements within the project budget, Shrewsberry will <br />create a project prioritization list. The highest prioritization will <br />be given to major walking routes to and from local schools, and <br />Shrewsberry will work with City staff to identify other priorities. <br />On PCFA 14B, projects were prioritized based on significant <br />thoroughfares, proximity to major pedestrian generators, cost, <br />and potential right-of-way and environmental impacts. <br />ENVIRONMENTAL DOCUMENTATION <br />The environmental documentation process is <br />anticipated to be a critical path for project delivery. Shrewsberry <br />believes this project will require a Categorical Exclusion Level <br />1 (CE-1) with Section 106 historic review. This is based on the <br />scope of the project and the belief that while there may be <br />Section 106 contributing properties in the area, the scope of work <br />should not impact these sites. We know that our team, including <br />our environmental subconsultant SJCA, can provide all required <br />environmental documentation to deliver this project successfully. <br />SURVEy <br />We have teamed with DLZ to provide the survey work <br />on this project. In addition to having an office within South Bend, <br />DLZ is a trusted teaming partner who we know will obtain the <br />appropriate level of detail necessary on a survey. A topographical <br />survey is required at each location where pedestrian infrastructure <br />will be designed (curb ramp, bump out, sidewalk, trail, traffic <br />signal, etc.).
