City of South Bend: PE Services for Safe Routes to School – Our Lady of Hungary Neighborhood Sidewalks and ADA Ramps (DES# 2100025) | Page 8 <br />TEAM PROJECT APPROACH RELEVANT EXPERIENCE <br />UTILITY COORDINATION <br />HWC understands time constraints with the environmental process. A critical timeline component is getting Metric started as soon <br />as possible. We achieve this by providing them Stage 1 plans as quickly as possible. There is one archaeological site, however <br />it is not near a major walking route and so no impacts are anticipated. There is one property listed on the National Register of <br />Historic Places as “Outstanding” and four properties rated as “Notable” which means the properties are eligible for the NRHP. <br />It is anticipated to process the project under the Minor Projects Programmatic Agreement (MPPA) Categorical B-1 for sidewalk <br />replacement and handicap accessible curb ramps. The project is 3.1’ southeast of the South Bend Regional Airport which requires <br />coordination with INDOT-Aviation. While it is expected to require a Programmatic Categorical Exclusion (PCE), there are several <br />factors that could increase this to a CE Level 1 or as much as a CE Level 4. This could be the need for right-of-way acquisition or <br />impacts to a Section 4(f) park/school. There are ten mapped hazardous material concerns in the project area which will require a <br />Red Flag Investigation. There are no mapped water resources in the vicinity of the project area. <br />WSP will oversee the right-of-way development for this project. They will provide the <br />title and encumbrance reports and manage any required right-of-way engineering for <br />any parcels where acquisition is deemed necessary. All work will be designed to avoid <br />the need for any acquisition, however, in order to improve upon existing ramps and <br />depending on existing conditions, it may not be able to be avoided. Should additional <br />right-of-way be required, we’ve found one way to prepare for acquisition is to conduct <br />no-contact appraising and review appraising as a part of the preliminary engineering <br />process. This allows us to control the schedule and have the appraisal work completed <br />around the same time as the expected environmental approval, which will then <br />expedite the purchasing process. <br />Our field work lead time is about <br />one month. From the Notice to <br />Proceed (NTP) date, our Survey <br />Department will schedule the <br />project. Our department is familiar <br />with South Bend as they have <br />conducted several surveys in the <br />area over the past few years. From <br />the NTP date, we should get a <br />final survey deliverable in 2.5 to 3 <br />months. <br />HWC’s Katie Olsen will provide Utility Coordination on the <br />project. The primary utility conflict seen on these types of <br />projects is utility pole relocations when new ramps are needed <br />to be installed. Katie will coordinate early and often with the <br />numerous identified utilities in the project area to ensure any <br />potential conflicts are addressed in a timely manner and do not <br />delay the project schedule.
