BILL NO. 06-22 ORDINANCE NO. 10844-22 AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, AMENDING ORDINANCE NO. 10817-21, WHICH FIXES MAXIMUM SALARIES AND WAGES OF APPOINTED OFFICERS AND NON -BARGAINING EMPLOYEES OF THE CITY OF SOUTH BEND FOR CALENDAR YEAR 2022, TO ESTABLISH TWO NEW FULL-TIME POSITIONS AND AMEND VARIOUS TITLES AND SALARIES OF EXISTING FULL-TIME POSITIONS STATEMENT OF PURPOSE AND INTENT On October 25, 2021, the South Bend Common Council passed Ordinance No. 10817-21, which fixed maximum salaries and wages of appointed officers and non -bargaining employees of the City of South Bend for the calendar year 2022. Since the enactment of Ordinance No. 10817-21, the City's executive has asked the Common Council to modify the list of positions in the referenced attachment to Ordinance No. 10817-21. This attachment consists of a list by title of all non -bargaining City positions and their maximum salaries. Specifically, this ordinance adds two full-time positions to this attachment which did not exist in the original ordinance but which the City's executive desires to hire in 2022 (Deputy Director of Community Investment and Neighborhood Grant Specialist) and changes the title and/or salary levels of a number of existing positions (Applications Developer II, Chief Innovation Officer, Chief Planner, Building Commissioner, Deputy Director of Human Resources, Director of Accounting & Budget, Director of Central Services, Director of City Finance, Director of Facilities & Grounds, Director of Department Finance, Director of Treasury, Executive Director of Community Investment, Manager — Applications, Manager — Cross Connection & Water Loss, Preventative Maintenance Coordinator II, Project Manager — Engagement & Economic Empowerment, Project Manager — Sustainability, and Supervisor — Accounts Payable). The cost of the salary and benefits for these new positions and upgraded salaries is within the adopted City budget for 2022. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana, as follows: SECTION I. Ordinance No. 10817-21 is hereby amended to include the non -bargaining positions and maximum salaries set forth in the amended attachment to Ordinance No. 10817-21, incorporated herein as Attachment A. The positions affected by this ordinance are highlighted for ease of identification. SECTION II. All other portions and sections of Ordinance No. 10817-21 are unaffected by this amendment and are reconfirmed. SECTION III. This ordinance shall be in full force and effect from and after its passage by the Common Council and approval by the Mayor. Sharon L.
