A cursory review of Indiana MAP did not identify significant areas of concern for this project. No wetlands, Section 4(f), Section 6 (f), historical structures or sites were identified in a brief review of the project area. An Archaeological Phase 1 report and Historic Properties Report will be prepared as part of the Section 106 process to verify that no historic structures or sites are present. The project does not appear to pose significant environmental obstacles. Public Information Meeting Our team will assist the City with a public information meeting to present the project and schedule to area residents, schools, businesses, and other interested parties. A public hearing is not anticipated for this project, but Abonmarche will assist the City in conducting any public hearings that may be appropriate. We will also communicate and work with Muessel Primary and Holy Cross School on the project schedule and timing. Maintenance of Traffic and Phasing Maintenance of Traffic, pedestrian and vehicular, often has a significant impact on the public’s perception of the success of a project during construction. Abonmarche will draft a maintenance of Traffic plan to ensure a safe project. For this type of project, only relatively short pedestrian detours are acceptable and the detour route must meet ADA accessibility standards. Cost Saving Alternative As part of our recommended approach, we will assist the City to see if INDOT-LPA Design Certification is applicable for this type of project. Design Certification provides municipalities with more decision -making authority and control over managing project design elements. This allows the project design to meet the actual engineering needs of the project. This in-turn saves costs and allows more improvements to be constructed within the allotted budget. Abonmarche will assist the City in their overall trail sidewalk plans by determining the best use the grant dollars in conjunction with other funding methods to maximize the South Bend dollars going to construction.
