City of South Bend: PE/RW Services for Bendix Dr (Lathrop to Voorde) (DES# 2100022) | Page 8 <br />TEAM PROJECT APPROACH RELEVANT EXPERIENCE <br />HWC’s project schedule contains flexibility to allow for an adjustment to an earlier letting date <br />in the event that the need for the project increases or funding becomes available sooner. <br />UTILITY COORDINATION <br />HWC understands time constraints with the environmental process. A critical timeline component is getting Metric started as <br />soon as possible. We achieve this by providing them Stage 1 plans as quickly as possible. There are no archaeological sites <br />or aboveground historic resources in the immediate vicinity, therefore, it is anticipated to process the project under the Minor <br />Projects Programmatic Agreement (MPPA) Categorical B-1 for the curb and gutter work; B-8 for the construction of the multi-use <br />path; and B-9 for the installation of the new storm sewer. The project is adjacent to the South Bend Regional Airport and so <br />coordination with INDOT-Aviation will be required. There are two mapped hazardous material concerns towards the south end <br />of the project which will require a Red Flag Investigation. A Categorical Exclusion (CE) Level 1 is anticipated for this project. <br />In review of the St. Joseph County GIS information and the scope of work planned, <br />right-of-way acquisition is anticipated. Within the limits of this project, according to the <br />GIS, there are five different property owners. On the west side of Bendix Drive, there <br />are properties owned by St. Joseph County Airport Authority, Appletree Associates LP, <br />Lalwani LLC, and Hollingsworth Capital Partners – Kentucky LLC. On the east side of <br />Bendix Drive, there are properties owned by Kuert Concrete Inc. and St. Joseph County <br />Airport Authority, but that parcel appears to be used by Kuert Concrete Inc. property. <br />There are also existing railroad tracks on the east and west side of Bendix Drive. The <br />tracks appear to run through Kuert Concrete, Inc. and St. Joseph County Airport Authority <br />to the east until they cross N Bendix Drive and continue on St. Joseph County Airport <br />Authority property to the west of the project. The GIS makes no reference to these tracks <br />being in railroad company right of way, so further research will need to be performed to <br />determine the full ownership and land interests that accompany these tracks. <br />Our field work lead time is <br />about one month. From the <br />Notice to Proceed (NTP) date, <br />our survey department will <br />schedule the project. Our <br />department is familiar with <br />South Bend as they have <br />conducted several surveys in <br />the area over the past few <br />years. From the NTP date, <br />we should get a final survey <br />deliverable in 2.5 to 3 months. <br />HWC’s Katie Olsen will provide railroad coordination on the <br />project. Chicago South Shore and South Bend Railroad have <br />tracks paralleling the road along the east side of the road from <br />Voorde Road to about 1,400’ North of Voorde Road where the <br />tracks cross Bendix Drive. The contractor will be required to <br />carry insurance through coordination with Chicago SS and SB <br />RR. This is less time consuming than a flagging agreement but <br />does require coordination with Chicago SS and SB RR. <br />Katie will also provide Utility Coordination on the project/scope <br />of work and refinement will determine the area of influence <br />and level of utility impacts. There are overhead electrical lines <br />running along the west side of the road immediately behind <br />the existing back of the curb. These poles will likely need to be <br />relocated as part of this roads reconstruction to accommodate <br />removal of existing curb and gutter and the installation of new <br />curb and gutter.
