Page 2 . <br /> Personnel and Finance Committee <br /> The Committee then reviewed Bill No. 128-86 which would appropriate <br /> $33.7 ,000 from the Liability Insurance Premium and Reserve Fund, to cover <br /> various obligations in the self-insurance department budget . It was noted <br /> that liability and property expenses were higher than anticipated when the <br /> initial budget was prepared. Following discussion Councilman Paszek made <br /> a motion seconded by Councilman Serge that Bill No. 128-86 go to Council <br /> favorably. The motion passed. <br /> The Committee then reviewed Bill No . 129-86 which would appropriate <br /> the sum of $227 , 000 from the Garage Fund for 1986 to help cover lease <br /> payments. It was projected that revenues would be increased by <br /> approximately $7 ,000 per year. Following discussion, Councilman <br /> Serge made a motion seconded by Councilman Beck that Bill No. 129-86 go <br /> to Council favorable. The motion passed. <br /> The Committee then reviewed Bill No. 136-86 which would appropriate <br /> $ 184 , 415 from the Centry Center Operating Fund for the purpose of <br /> defraying unanticipated costs for 1986 .. Mr. Brian Redman and Mis Rowell <br /> were present to review the Bill. It was noted that the redecorating of <br /> various suites , the Service America Corp . lease payments and the State <br /> Board of Accounts cutbacks necessitated the overall appropriation. <br /> Councilman Serge made a motion seconded by Councilman Beck that Bill No . <br /> 136-86 go to Council favorably. The motion passed. <br /> The Committee then reviewed Bill No . 137-86 which would amend Chapter <br /> 4 of the South Bend Municipal Code regulating licensing of businesses . <br /> Carol Sanders noted that the overall licensing would require increases <br /> in the amounts of 10% to 25% overall for all City licenses other than <br /> animal or charitable solicitation. <br /> She also noted that certain clarifications in certain areas would be <br /> made such as open air stands . She gave the example as "Port-A-Pit" were <br /> currently being considered as open-air stands. Under the new language <br /> they would become itinerate restaurants were the specific language <br /> addressing seating would be amended to begin with zero . <br /> It was noted that the proposed amendment would generate approximately <br /> $11 , 659. 90 if approved by the Council. It was further noted that the <br /> last time the licenses were increased was in 1981 . <br /> Councilman Puzzello questioned whether an overall increase for <br /> laundromat operators was justified. Following a brief explanation by <br /> Carol Sanders , the Council Attorney noted that the costs involved with <br /> regard to electrical inspections and specifically the Fire Department <br /> were involved in such licensing procedures . She also noted that the <br /> lawsuit in Starke County several years ago upheld that both the City had <br /> the right to regulate in this area and that the fees at that time were <br /> reasonable. Carolyn Pfotenhauer of the Legal Department confirmed the <br /> remarks of the Attorney. <br /> • <br />
