REGULAR MEETING JANUARY 10, 2022 <br />At 7:04 p.in. Councilmember Troy Warner made a motion to resolve into the Committee of the <br />Whole. Councilmember Sheila Niezgodski seconded the motion, which carried by a voice vote of <br />nine (9) ayes. Councilmember Canneth Lee, Chairperson, presiding. <br />Councilmember Canneth Lee explained the procedures for the meeting per Article 1, Section 2-11 <br />of the South Bend Municipal Code. <br />PUBLIC HEARINGS <br />BILL NO. <br />142-21 PUBLIC HEARING ON AN ORDINANCE OF <br />THE COMMON COUNCIL OF THE CITY OF <br />SOUTH BEND, INDIANA, APPROVING A <br />PETITION OF THE ADVISORY BOARD OF <br />ZONING APPEALS FOR THE PROPERTY <br />LOCATED AT 1165 S FRANKLIN STREET <br />Councilmember Lori K. Hamann stated that Bill No. 142-21 was previously heard by the Zoning <br />and Annexation Committee and comes forth with a favorable recommendation. <br />Joseph Molnar, Zoning Specialist, with offices on the fourteenth (14th) floor of the County -City <br />Building, presented Bill No. 142-21. <br />Councilmember Troy Warner requested confirmation that the variance is to have a taller fence, <br />from six (6) to ten (10) feet. <br />Joseph Molnar responded that the Board has already approved the variances of Zoning Appeals. <br />This is for a special exception to allow for the proposed use. <br />Tim Sexton, 405 Main Building, Notre Dame University, stated that the petitioner worked closely <br />with Community Investment members Angela Smith and Tim Corcoran in this process. <br />Councilmember Henry Davis Jr. asked if manufacturing should proceed at a rate comparable to <br />what was achieved in the past and if a manufacturing plant will even be seen in South Bend. <br />Tim Sexton responded that it is hoped that companies will relocate to South Bend, given the quality <br />of research being performed. This is an enhancement of what was done in the past. <br />Councilmember Rachel Tomas Morgan requested a synopsis of the research to be undertaken. <br />Dr. Joshua Cameron, 50558 Hollybrook Drive, Granger, Indiana, responded that the new <br />equipment represents an expansion into two (2) new markets for the turbomachinery laboratory, <br />hypersonics, and the energy sector, to produce energy more efficiently. <br />Councilmember Sheila Niezgodski stated that this research is a wonderful opportunity for the <br />community. <br />Councilmember Troy Warner made a motion to send Bill No. 142-21 to the Full Council with a <br />favorable recommendation. Councilmember Sheila Niezgodski seconded the motion, which <br />carried by a voice vote of nine (9) ayes. <br />RISE AND REPORT <br />Councilmember Rachel Tomas Morgan made a motion to rise and report to the full Council. <br />Councilmember Troy Warner seconded the motion, which carried by a voice vote of nine (9) ayes. <br />REGULAR MEETING RECONVENED <br />Be it remembered that the Common Council of the City of South Bend reconvened in the Council <br />Chambers on the fourth floor of the County -City building at 7:20 p.m. President Sharon L. <br />McBride presided with nine (9) members present. <br />2 <br />
