Nnite HUMAN RESOURCES AND ECONOMIC DEVELOPMENT <br /> COMMITTEE <br /> The September 2, 1986 meeting of the Human Resources and Economic <br /> Development Committee was called to order at 4 :00 p.m by its chairman, <br /> Councilman Eugenia Braboy in the Council informal meeting room. <br /> ' Persons in attendance included: Councilmen Puzzello, Braboy, <br /> Zakrzewski, Barcome; Jeff Gibney, Don Inks, Steve Luecke, Traci Jacobs, <br /> Jon hunt, members of the news media and Kathleen Cekanski-Farrand. <br /> Councilman Braboy noted that the purpose of the meeting was to <br /> discuss the Community ,Development allocation procedure. <br /> Councilman Braboy then read a letter dated August 22, 1986 . from <br /> Pam Myer and it was noted that the ordinance addressing Community <br /> Development allocations would be passed in November. <br /> Mr. Jon Hunt noted that the City had received over 5-1/2 <br /> million dollars of requests. He further noted that a total of 2. 6 million <br /> dellars was the total in CD-BG Funds. He stated that the overall <br /> budget was beyond a bare-bones and went right through the bone. <br /> Mr. Hunt then reviewed the proposed allocation handout. The <br /> following is a summary of the proposed allocations of $2,640 ,246.00: <br /> Housing • $1,037,328 <br /> Code Enforcement 339 ,000 <br /> Public Works, Parks , Capital Improvements -0- <br /> City Development 336 ,000 <br /> Public Services 192,100 <br /> Other Activities 735, 818 <br /> Copies of the letter from Pam Myer, the proposed 1987 CD-BG Summary, <br /> and the Line Item budget request indicating the CAC recommendation as <br /> well as the staff recommendation are attached to the minutes. <br /> Mr. Hunt noted that this is the first time. in 13 years that <br /> there would be no funding for the Public Works budget. <br /> Councilman Puzzello questioned the cutbacks in NHS. Councilman <br /> Braboy voiced concern over the "hop, skip and jump" procedure of the <br /> projects in her district. Councilman Puzzello recommended that perhaps <br /> Dave Roose could entice private firms to help out as other cities have. <br /> Mr. Hunt noted that several cities have "adopt-a-pothole, gift catalogs, <br /> etc" where recognition is given to 'the private firm assisting <br /> financially. . . <br /> Mr. Hunt noted that public service projects have been reduced <br /> by 10%. He also noted that this is the second year where no contingency <br /> money was put into a Line Item reflecting the cutbacks of Federal funding. <br /> Mr. Hunt noted that in 1985 funding totalled $12, 581, 620 whereas <br /> in 1987 funding will be $2,640,246.
