ZONING AND VACATION COMMITTEE <br /> The August 18, 1986 meeting of the Zoning and Vacation Committee was <br /> called to order by its chairman Councilman John Voorde at 4: 35 p.m. , in <br /> the Council meeting room. <br /> Jon Hunt, Director or Redevelopment, indicated Bill No. 83-86 was for the <br /> vacation of an alley, next to the library. He indicated that <br /> Redevelopment owned both sides of half of the alley and the library owns <br /> the other half. Council Member Voorde indicated that the Board of Public <br /> Works gave the alley a favorable recommendation. Council Member Serge <br /> made a motion that this bill be recommended to the Council favorable, <br /> seconded by Council Member Zakrzewski. The motion carried. <br /> Carl Ellison, a representative of Memorial Hospital, indicated this alley <br /> was next to the Memorial Health Facility, and the hospital intended to <br /> build a parking lot and wanted this alley vacated. Bill VanZimms, 125 <br /> Marion, a representative of the management of the MarMain, indicated they <br /> were close neighbors with the hospital and there concerned about this <br /> vacation. He indicated this alley is used by MarMain residents and <br /> vehicles who supply the apartments. He indicated the vacation of this <br /> alley would be a real detriment to the residents of the apartments. Janet <br /> Alley, 125 Marion, spoke in opposition to this alley closing. Ed Tally, <br /> president of the Northwest Neighborhood Association, spoke against this <br /> alley vacation. He indicated the two major hospitals in town were <br /> gobbling up our neighborhoods. He asked on behalf of the neighborhood <br /> association that this vacation be turned down. Paul Kronewitter, member <br /> of the Northwest Nieghborhood board, spoke against this vacation. Council <br /> Member Serge made a motion to Bill No. 84-86 received an unfavorable <br /> recommendation, seconded by Council Member Beck. The motion carried. <br /> Carl Ellison asked that the bill be stricken from the Agenda. Council <br /> Member Beck made a motion that the committe recommend this bill stricken, <br /> seconded by Council Member Puzzello. The motion carried. <br /> Council Member Voorde indicated that Bill No. 89-86 had received a <br /> favorable recommendation from the Board of Public Works. Jim Miller, <br /> attorney representing Van Gates, indicated they were asking for the <br /> vacation in order to further expand their storage area for some of the <br /> vehicles Gates has in its inventory. He indicted they were trying to <br /> recoup some of the space taken by the stadium. He indicated that K. C. <br /> Pocius, has a legitimate concern, and Gates was not trying to harm the <br /> property owners in the neighborhood. Council Member Beck indicated that <br /> Gates needed a long term plan on their expansion. K. C. Pocius, 312 S. <br /> Taylor, spoke agains the closing of this alley. He indicated that by <br /> closing even a portion of this alley this would make access nearly <br /> impossible, and by bringing the parking lot closer to the neighborhood it <br /> will damage the property values. Jeff Gibney, representing the Northwest <br /> Heritage Association, spoke against this vacation. Brian Cone, <br /> representing Historic Preservation, spoke against this vacation. Virginia <br /> Guthrie, representing St. Patrick' s parish, indicated the church was <br /> concerned about the expansion of Gates. Tony Pocius, spoke agains this <br /> vacation. She indicated she was concerned about the guard dogs and the <br /> safety of the children in the neighborhood. Council Member Zakrzewski <br /> made a motion that this bill receive an unfavorable recommendation for the <br /> committee, seconded by Council Member Beck. The motion carried. <br /> Kathrine Barnard, Director of Code Enforcement, indicated that Bill No. <br /> 67-86 proposes amendments to two sections of the Zoning Ordinance, which <br /> are inconsistent.
