..r <br /> QlnmtnUllrr Nona <br /> (Oa to Mammon Council of tilt Qtitg of*will fired: <br /> HUMAN RESOURCES AND ECONOMIC DEVELOPMENT COMMITTEE <br /> The June 3 , 1986 meeting of the Human Resources and Economic Development <br /> Committee was called to order by it ' s chairman, Councilman Eugenia <br /> Braboy, Chairman, at 4 :15 P.M. in the council and formal meeting room. <br /> Persons in attendance included councilmen : • Braboy , Zakrzewski , Puzzello , <br /> Barcome, Beck, Voorde ; Jeff Gibney , Sandy Combs , Eugenia Schwartz , <br /> Jon Hunt, Isiah Jackson, Tracy Jacobs, Ann Kolata, and Kathleen Cekanski- <br /> Farrand. <br /> Councilman Braboy noted that the purpose of the meeting was to continue <br /> the discussion of the proposed tax abatement ordinance. <br /> Ann Kolata, then passed out revised maps and a substitute bill which <br /> incorporates the new legal description. <br /> It was noted that as more requirements are met , the applicant would be <br /> able to receive more years of tax abatement treatment . It was also noted <br /> that fact sheets would be updated. <br /> There would be six areas of consideration for real tax abatement. These <br /> would include : <br /> (1) Housing projects for a 3 , 6 or. 10 year abatements ; <br /> (2) Office projects for a 3, 6 or 10 yeai1' abatement ; <br /> (3) Retail projects ; <br /> (4) Mixed use projects (retail, housing, office, with office <br /> space not exceeding 1/3 of the net leasable space) ; <br /> (5) Industrial projects ; <br /> • <br /> (6) Warehousing. <br /> Councilman Voorde noted that he recalled a study being conducted by the <br /> Democratic caucus regarding performance audits, and voiced concern whether <br /> the State law would again be changed. <br /> Councilmen Barcome and Puzzello voiced concern over Hill Street and <br /> recommended that both sides of the street be included in an impact area. <br /> Councilman Beck agreed with the proposal and suggested that it include <br /> the area from Jefferson to South Bend Avenue. <br /> Councilman Zakrzewski suggested that Sample Street from Olive to Sheridan <br /> also be considered as an impact area. <br /> Mr. Hunt noted that Sample is industrial and the industrial classification <br /> is a city-wide classification. <br />
