• <br /> Oinutmtttn Evart <br /> 2iln <br /> tile Common (Qouzutl of tl*r env Df Smdk limb: HUMAN RESOURCES AND ECONOMIC <br /> DEVELOPMENT COMMITTEE <br /> The April 14-, 1986 meeting of the Human Resources and Economic <br /> Development Committee was called to order by its Chairman, Councilman <br /> Eugenia Braboy at 5:-20 p.m. <br /> Persons in attendance included Councilmen Serge, Braboy, Puzzello, <br /> Beck, Taylor, Zakrzewski, Paszek, Barcome, and Voorde;. Larry Johnson, <br /> Ann Kolota, Jon Hunt, Michael Vance, members of the news media, and <br /> Kathleen Cekanski-Farrand. <br /> • <br /> Councilman Braboy noted that the purpose of the meeting was to <br /> review Bill No. 40-86-,which would .appropriate 567,000 from the local <br /> Equal Housing Opportunity Fund,to be administered through. the Human <br /> Rights Commission and the Department of Economic Development. <br /> .«Mr. Larry Johnson explained that his office had received a grant <br /> to assist his office in implementing fair housing activities. He also <br /> noted that two additional consultants would be hired. <br /> Following discussion, Counc 1-nan Taylor made a motion seconded <br /> T. <br /> by Councilman Barcome that Bill No. 40-86 go to Council favorably. <br /> The motion passed unanimously.' <br /> -Ann Kolota then passed out the revised draft of the tax abatement <br /> ordinance (copy attached) . noted that it had been redrafted by <br /> City Attorney Eugenia Schwatz. She then briefly highlighted some of <br /> the changes. <br /> Mrs. Kolata showed a map to the. Council of the proposed targeted <br /> areas which included the central business district and three commercial <br /> strips. <br /> Mr. Hunt noted that a community goal of building up retail in the <br /> downtown was an incentive for downtown tax abatement. He also noted <br /> that reduced job creation was a criteria. <br /> Councilman Taylor suggested that Lincolnway East to Ironwood <br /> be included within a three year tax abatement area. <br /> Councilman Puzzello voiced concern with regard to providing tax <br /> abatement for retail business. She suggested that footage requirements <br /> be considered when there are similiar uses. <br /> Councilman Braboy suggested that competition was the life of <br /> business and preferred to see a system which would compete against the <br /> malls. <br /> FR[[ PRIER oteep PUBLISHING CO. <br />
