• <br /> Q iinu tt2#n quirt <br /> e. <br /> • <br /> Wa hit Qininman Mound! ttf t1, Mtn of Smill ',tth: UTILITIES COMMITTEE <br /> The April 1, 1986 meeting of the Utilities Committee was called <br /> to order by its chairman, Councilman Joseph Serge at 5: 00 p.m. in the <br /> Council. informal meeting room. <br /> Persons in attendance included Councilmen Serge, Beck, Puzzello, <br /> Taylor, Zakrzewski, Barcome, Paszek, and Voorde; Joe Klebosits, <br /> John Leszczynski, Michael Vance, Jim Wensits, .Wayne Werntz, residents <br /> from the Riverside area, and Kathleen Cekanski-Farrand. <br /> Councilman Serge noted that the purpose of the meeting was to <br /> continue the discussion on the Riverside sewer project. (copy of map <br /> attached) <br /> Mr. Klebosits noted that the total assessment would be <br /> $233,250. 00. Thirteen property owners were involved, eleven have homes <br /> with septic systems operating. The City would pay one-half of the <br /> assessment plus the cost of the lift station. He noted that the County <br /> Health Department mandated the sewer project in 1983. He believes <br /> that the price is exorbitant. He requested special consideration regarding <br /> the rate in light of the fact that no residents live across the street <br /> because of the river. He also noted that MACOG is recommending specific <br /> fishing areas and .that. perhaps special consideration could be given to <br /> the rate in light of this. Mr. Dave Canfield noted that in 1983 18-1/2 <br /> lots were involved which would cost $1, 739. 00 per lot. With the replat <br /> to thirteen lots, the per lot cost was $2,475. In 1986 the cost per <br /> lot is not $6, 855. He asked for fair treatment. It was also noted <br /> that three parcels by the School Corporation. <br /> Councilman Puzzello requested a brief review of the City sewer <br /> procedure. It was noted that a petition from a property owner would <br /> initiate the procedure. If 50% of the affected property owners were <br /> in favor of the project would begin. In this situation however the <br /> County Health Officer mandated that the sewer project take place. The <br /> affected property owners have resorted to the Courts but have had their <br /> case dismissed. The property owners also talked with Dr. Plain for <br /> approximately one hour. He noted that because of the high river that <br /> the sewer mandate was necessary. <br /> Mr. Leszczynski noted that there are three-four other areas <br /> within the City which do not have sewers. He noted that several areas <br /> which have vacant land or newly annexed areas are in need of sewers. <br /> He cautioned the Council against setting a precedent with regards to <br /> the rates. <br /> Councilman Taylor again noted that the Common Council did not <br /> initiate this action. <br /> •eu Peru ate*.
