This list of non -bargaining employees was not finalized at the time of <br />original filing, so the administration deliberately estimated higher than the anticipated amount. <br />Second, the substitute bill changes the requirement that the individual receiving the premium pay be <br />employed by the City on the date of the issuance of the payment. This substitute bill revises this to <br />instead require that the individual be employed by the City on December 31, 2021. This language was <br />updated to more closely reflect the verbal agreement reached with the Teamster Union during <br />negotiations. <br />No other requirements for receiving payment of the premium pay were changed, and the bill still provides for the <br />payment to all members of the Fraternal Order of Police Lodge 36, the South Bend Firefighters Association Local <br />No. 362, and members of Teamsters Local Union No. 364, plus certain non -bargaining employees who are eligible <br />to receive the premium pay. <br />I will present this bill to the Common Council at the appropriate committee and council meetings. It is requested <br />that this bill be filed for 2nd reading, public hearing and 3rd reading scheduled for January 24, 2022.
