JEFFERSON BLVD.'' c, FAX 574.235.9928
SOUTH BEND, INDIANA 46601-1830 7
•P .Ci.,.
CITY OF SOUTH BEND, IN JAMES MUELLER, MAYOR
DEPARTMENT OF ADMINISTRATION AND FINANCE
January 24, 2022'
Ms. Sharon McBride JAN 2 4 7r 2.2
President, South Bend Common Council
4th Floor, County -City Building
South Bend, IN 46601
RE: Substitute American Rescue Plan - COVID Premium Pay Ordinance
Dear President McBride:
CITY CLLr;1K, SGv CJD, IN
The attached substitute bill makes two changes to the originally filed bill, which appropriates a portion of the
funding received by the City and designates that funding for payment of COVID premium pay to essential
employees.
• First, the substitute bill lowers the amount of the appropriation request from $2.5 million to $1.91 million.
This reduction is the result of the finalization of the list of designated non -bargaining employees who are
eligible to receive the premium pay. This list of non -bargaining employees was not finalized at the time of
original filing, so the administration deliberately estimated higher than the anticipated amount.
Second, the substitute bill changes the requirement that the individual receiving the premium pay be
employed by the City on the date of the issuance of the payment. This substitute bill revises this to
instead require that the individual be employed by the City on December 31, 2021. This language was
updated to more closely reflect the verbal agreement reached with the Teamster Union during
negotiations.
No other requirements for receiving payment of the premium pay were changed, and the bill still provides for the
payment to all members of the Fraternal Order of Police Lodge 36, the South Bend Firefighters Association Local
No. 362, and members of Teamsters Local Union No. 364, plus certain non -bargaining employees who are eligible
to receive the premium pay.
I will present this bill to the Common Council at the appropriate committee and council meetings. It is requested
that this bill be filed for 2nd reading, public hearing and 3rd reading scheduled for January 24, 2022. If you have
any further questions or need additional information, please don't hesitate to let me know.
Sincerely,
Daniel T. Parker
City Controller
a
