C U!nt ttr Evart r ' go Up Mammon (Council Df tivr eng Of en ttli *nil ZONING AND VACATION COMMITTEE The February 4 , 1986 meeting of the Zoning and Vacation , Committee was called to order by its ' Chairman, Councilman John Voorde at 4 : 30 p.m. in the Council informal meeting room. .Persons in attendance included: Councilmen Beck, Voorde, Barcome, Zakrzewski, and Puzzello; Irene Gammon, City Clerk, Doug Carpenter, Citizen Member, Norma Thornberg of Hildreth, Ken Donnelly, Chris Peterson, Jeffrey Austin, Darlene Daniels, John Seiver from IUSB, Marty Kleva of Cole Associates, Inc. , Jim Mullin of IUSB, Greg Sundin of Cole Associates , Inc. , Kathleen Cekanski-Farrand and members of the news media. Councilman Voorde noted that the purpose of the meeting was to discuss Substitute Bill Nos. 9-86 and 1086 which were vacation ordinances affecting Greenlawn Avenue and alleys between Hildreth and the U.S. Army Reserve Center. Mr. Kleva of Cole Associates , Inc. then presented the background information ,on the two requested vacations. He showed various diagrams . of 'the proposed use of the property by IUSB. • He noted that the basic reason for the vacation of Greenlawn, was to provide a central core for the IUSB Campus., . He highlighted that it was not the construction of the new library which was the overall reason. He further noted that various master plans showed the need for a central core to enable "a landscaped student plaza. " He noted tnat in July of 1985 a traffic survey was taken at five (5) locations near campus. The survey resulted in seventy percent (70%) of the traffic being related to campus associates and the Coca-Cola facility. • He further noted • that the Greenlawn vacation would provide a walking campus for the long-range development plan of the University. He acknowledged that the closing would cause an "inconvenience" . He stated however that Greenlawn was viewed as a residential street and not as a "major" street pursuant to the MACOG and APC Studies. He stated that IUSB would provide a new alley and dedicate the same with landscaped greenspace. The new alley would be hard-surfaced at IUSB cost. He further noted that the present alley is gravel. He handed out to all Councilmen present a "street vacation impact analysis of Greenlawn Avenue" prepared by Cole Associates, Inc. • Councilman Puzzello questioned the need for additional parking in light of Greenlawn being closed.
